The First Cabinet The Constitution said little about how the executive branch should be organized. In 1789, five departments are created by who? Name the departments. The heads of these departments make up the President’s cabinet. Define Cabinet.

Given the immense national debt Alexander Hamilton faced many problems. Define national debt. How was this debt accrued? Define bond. Provide an example.

Hamilton’s Plan This plan called for the government to repay both federal and state debts. The government was to buy up all the bonds issued by both the national and state governments before 1789. He planned to issue new bonds to pay off the old debts. As the economy improved the government was able to pay off the new bonds. Who liked Hamilton’s Plan?

Debating Hamilton’s Plan James Madison was a big opponent to Hamilton’s Plan. He argued that Hamilton’s plan would reward speculators. Define speculator. During the Revolution many bonds were issued to soldiers and citizens. Many of them sold their bonds to speculators for less than their worth. Speculator’s bought them at cents when they were actually worth $1.

SO….. If the government paid off the old bonds in full, speculators would make CASH MONEY!!! And Madison did not believe they deserved it. What did Hamilton reply? What was the result? What else did Madison oppose?

Next, Hamilton needed to help agriculture and industry. What was set up in 1791? Describe the Bank of the United States. To help American manufacturers, Hamilton asked Congress to pass a tariff. This tariff would be on foreign goods. What was meant by the tariff? What region of the US supported the tariff and why? What region of the US opposed the tariff and why?

12 The Whiskey Rebellion To raise money for the Treasury, Congress approved a tax on all liquor made and sold in the US. A Hated Tax What was grown in the backcountry? What was the issue with transporting corn? What did the framers make instead and why? Where was it sold?

13 The Whiskey Rebellion Backcountry farmers refused to pay the tax and compared it to the British taxes. What occurred in 1794? A Show of Strength Washington reacted by…… What happened as a result? Hamilton wanted_______ and Washington instead did what to the rebels? Why? What did the Whiskey Rebellion prove?
