2 MOTIVATION WMO and the World Bank (GFDRR and WPP) are concerned that the role of NHSs is not widely recognized by governments and development community In most developing countries the state of NHSs and provision of hydrological services are inadequate ongoing creation of sectoral/basin networks and services is not the best solution Current international investments and technical assistance programs supporting hydrological services are rarely sustainable, often overlapping and not effective The “voice” of NHSs is not sufficiently “loud” at the national and global level Need to scale up efforts supporting NHSs globally following the path of NMSs and climate services

4 Can recent trend in strengthening NMSs be repeated for NHSs?
There are many similarities between the state of NMSs and NHSs but there are many differences NHSs are more diverse institutionally, lower in public sector hierarchy, smaller, less visible NHSs are dealing with more localized, watershed specific processes and issues which are more difficult to address with “from the sky” (remote sensing…) WMO global support infrastructure (e.g. global/regional forecasting centers) is less developed for NHSs Still the directions of NHSs modernization would be similar to the ones being tested for NMSs…

5 Investment Approach Service delivery Modernization of infrastructure
NHSs should be the center of efforts. Institutional strengthening and capacity building comes first Advocacy - more efforts are needed to convince the governments of socio-economic value of NHSs Long-term resourcing of O&M is always a challenge Modernization investments must be substantial and integrated to achieve transformation Need for a long-term engagement (10+ years is preferable) Better coordination among development partners User satisfaction Service delivery Modernization of infrastructure Capacity buiIding and institutional strengthening

6 PHASE 3. SUMMARY ASSESSMENT AND RECOMMENDATIONS
Do we agree with a services based approach? Are we correct in our current level of assessment? We need confirmation of this from the NHS perspective Is there any knowledge on how to develop sustainable NHS model? Are there cases of successful NHSs which can be studied and presented for broader dissemination?
