2 What is the offer? all 3 and 4 year old children able to access 15hrs free entitlement 98% of children in Hackney take up this offer Rationale: EPPE research finds that regular high quality care and education has lasting educational benefits on children’s outcomes. children of working parents can access an additional 15hrs free entitlement an estimated 2100 children are eligible Rationale: reduce the financial burden on families and support parents back into work or to increase number of hours worked. It is envisaged that the parents will make a declaration each term to say they are eligible and that the DWP will work with other departments including HMRC and PAYE to establish who is eligible. The parents will be given a code and will supply this to the provider

3 Who will be eligible? Parents of three and four year olds will need to meet the following criteria in order to be eligible for 30 hours free childcare: They earn or expect to earn the equivalent to 16 hours at National Minimum or Living Wage over the coming three months. This equates to £115 a week (or c.£6,000 a year) for each parent over 25 years old or £ a week (or c.£5,700 a year) for each parent between 21 and 24 years old. This applies whether you are in paid employment, self-employed or on zero hours contract. It is envisaged that the parents will make a declaration each term to say they are eligible and that the DWP will work with other departments including HMRC and PAYE to establish who is eligible.
