3 OVERVIEW OF ETA I manage the Older Workers and Disability Programs.
Our Division, Division of Adult Services, is located in the Office of Workforce Investment (OWI), Employment & Training Administration (ETA), DOL.

4 OVERVIEW OF ETA ETA’s mission is to provide high quality job training, labor market information, and income maintenance services, primarily though state and local workforce investment systems. There are 600 workforce investment areas throughout the country.

5 OVERVIEW OF ETA There are 2,989 One-Stop Career Centers-1,857 are comprehensive and 1,132 are affiliate centers. These Centers provide a variety of training and employment services to individuals to meet their employment and training needs, while also assisting employers to meet their needs for qualified staff.

6 OLDER PERSONS & DISABILITY-DATA
Approximately 15% (41.3 million) of the civilian, non-institutional population, 5 years and older have a disability in the Unites States. As one ages, there is a greater likelihood that s/he will have a disability.

7 OLDER PERSONS & DISABILITY-DATA
The number of workers with disabilities are expected to grow as the workforce ages: --Between , the number of workers 55 and older is projected to grow by 50%; --38.4% of people years old report having a disability, compared with 19.4% of people years old and 8.4% of people under 15.

8 OLDER PERSONS & DISABILITY-DATA
--By the year 2020, researchers estimate that 50% of the U.S. population will have at least one chronic condition and 25% will be living with multiple chronic conditions.

9 ECONOMIC RECESSION The current economic recession has had a disproportionate negative impact on both persons with disabilities and older persons. Financial uncertainty and distress has increased the probability of delayed retirement.

10 ECONOMIC RECESSION Recent surveys indicate that 65% of workers expect to be working full-time when they reach 62, and over 55% of workers expect to be working full-time when they reach 65. These numbers represent an increase from 2008.

11 ECONOMIC RECESSION The Bureau of Labor Statistics reports rising labor force participation for both men an women lode than 65 years of age. The number of unemployed people ages 55 and older more than doubled from November 2007 to August 2009-a historic high for this group.

12 ECONOMIC RECESSION The number of former workers seeking Social Security disability enfolds has increased with the country's economic problems. Application to the program increased by 21% to 2.8 million, from In June of 2010, about 8 million workers were receiving disability benefits.

13 ECONOMIC RECESSION This is an increase of 1.6% since the recession began in 2007. The average age fo the new recipients is 49 and less than 1% of them return to work. The greatest increase in the Social Security disability rolls has been in persons over 55 and those who claim mental health disabilities.

14 RESOURCES It is critical that employment and training providers address the needs of the aging workforce, many who will have disabilities, by including this population in all aspects of service delivery-outreach, recruitment, assessment, service delivery, employment, marketing to employers, etc.

15 RESOURCES We developed a Resource Guide for SCESP grantees on how to work with customer with disabilities. We will be highlighted several of the resources.

16 Workforce3One Disability and Employment Web Site
The purpose of the disability and employment Web site is to disseminate promising practice to promote the positive employment outcomes of people with disabilities and expand the capacity of the One-Stop Career Center system to serve customers with disabilities (

17 DISABILITY & EMPLOYMENT WORKFORCE3ONE WEB SITE
Workforce3 One requires a username and password to access the site. It is free and easy to register and access to workforce-related resources and information will be a great benefit to workforce professionals. The purpose of the Disability and Employment Web site compiles information related to disability and employment in one location on Workforce3 One and along with the addition of a new “Disability” super search category will make it easier for users to find this information.

The disability and employment resources are divided into 4 main categories. Promising Practices -- This section includes examples of promising practices to expand the capacity of the One-Stop Career Center system to serve customers with disabilities and promote positive employment outcomes of people with disabilities.

Access & Accommodations This section provides information and resources on: how to ensure physical, programmatic, and communication access to people with disabilities; the purposes and uses of assistive technology; and how to provide reasonable accommodations.

20 DISABILITY & EMPLOYMENT WORKFORCE3ONE WEB SITE
Employer Resources -- This section provides: resources and information to: assist the business community on disability employment-related issues, including: recruiting employees with disabilities, accommodating employees with disabilities in the workplace, and referral to employment services, national technical assistance resources, and tax incentives and credits for employers; as well as employer outreach strategies for the One-Stop Career Center staff to market the business case for hiring people with disabilities.

Front Line Staff Training -- This section provides resources to help educate and train: One-Stop Career Center and partner staff on working with job seekers with disabilities; and community-based agencies/organizations on working with job seekers with disabilities and the One-Stop Career Center system.

22 Career One-Stop Tools CareerOneStop is sponsored by DOL and serves as a “one-stop” to find information about employment for jib seekers, workforce professionals, and business. It includes: America's Service Locator; America’s Career Info.Net; and mySkills my future. Career One-Stop Suite of Tools --

23 AMERICA’S SERVICE LOCATOR
CareerOneStop includes the following services: America’s Service Locator connects individuals to employment and training opportunities available at local One-Stop Career Centers. The Web site provides contact information for a range of local work-related services, including unemployment benefits, career development, and educational opportunities.

24 AMERICA’S CAREER INFONET
America’s Career InfoNet helps individuals explore career opportunities to make informed employment and education choices. The Web site features user-friendly occupation and industry information, salary data, career videos, education resources, self-assessment tools, career exploration assistance, and other resources that support talent development in today's fast-paced global marketplace.

25 MYSKILLS MY FUTURE mySkills myFuture helps laid-off workers and other career changers find new occupations to explore. Users can identify occupations that require skills and knowledge similar to their current or previous job, learn more about these suggested matches, locate local training programs, and/or apply for jobs.

26 DISABILITY AND EMPLOYMENT (DEI) INITIATIVE
The Disability Program Navigator (DN) PN was no longer funded after June 30, 2010. Congress recognized the effectiveness of the DPNs and appropriated funds for a new initiative (DEI) to continue the promising practices of the DPNs, including the effective deployment of a full-time, dedicated staff person with expertise in disability in local workforce investment areas.

27 DEI This new initiative is called the Disability and Employment Initiative (DEI). Joint initiative between ETA and ODEP. The DEI is funded with appropriations of $12 million to ETA and $12 million to ODEP. In addition to the award of about $21.5 million in competitive grants to states (WIA-administering entities), the DEI includes training and technical assistance ($1 million) and evaluation components ($1.5 million).

28 DEI On September 30, 9 projects were funded to improve the education, training and employment opportunities of persons with disabilities who are unemployed, underemployed, and are receiving Social Security disability benefits find a path to the middle class through exemplary and model service delivery by the public workforce investment system. Projects were funded from $ million for 3 years.

29 DEI A key focus of the DEI is to promote the active participation of the public workforce investment system in SSA’s Ticket to Work Program by becoming Employment Networks (ENs). The goal is to increase the number of SSI and SSDI beneficiaries being served by the One-Stops (already very large numbers) and promote career pathway employment for SSA disability beneficiaries who chose to work.
