19 Minimum Standard for Market Analysis
Market analysis is a key component of response analysis; it informs the design and implementation of appropriate interventions using and supporting local markets KA1: Scope: Defining the analytical and geographic scope of the assessment KA2: Market analysis team: Build a competent and knowledgeable team for data collection and analysis KA3: Data collection: Use data collection methods and information sources of sufficient quality KA4: Analysis: Use market analysis to adequately inform programme design and achieve programme objectives KA5: Market monitoring: Use market monitoring to review assessment findings and enable programme adaptations when needed

34 Underlying thinking ACAPS and Market Systems in Crisis
Market information products: ACAPS integrating market analysis into its info products Multi-Sectoral – Audience – Recommendations analysis, critical info gaps provide recommendations to address these.

35 Example Analysis Output: Haiti
ACAPS and Market Systems in Crisis Example Analysis Output: Haiti Multi-Sector Market Environment Analysis Haiti To what extent can markets meet the basic needs of the population affected by Hurricane Matthew? Published on 13 October 2016, nine days after hurricane made landfall 14 pages: Feedback: Timely More active dissemination required Useful and relevant Focus – So What? Filled a gap Regular updates Disaster Overview Demand Lessons Learned What to look out for in the next 6 months? 36 The Market Information Framework
CaLP Markets Webinar March 14, 2017 The Market Information Framework Market information framework: Stepping away from tools & focusing on what decisions market information helps us to make, and what information is Emily Sloane, IRC

37 Background Deliverable for recently launched OFDA grant, Improving the Uptake of Humanitarian Market Analysis Grant tries to address 2 main problems: (1) market analysis is conducted inconsistently; and (2) even when conducted, market analysis doesn’t always inform programming Many reasons for this; one is that there’s a lack of clarity about how market info can be used or what specific info is needed to make decisions

38 Purpose of the framework
Demystify and streamline market analysis by clearly spelling out The most common decisions related to humanitarian programming for which market information is needed The pieces of market-related data that are needed to make each of those decisions Target: High-level decision makers, donors: Deciding if and when to gather market information. Technical advisors, field-level coordinators/program managers, assessment leads: Defining objectives/scope of a market assessment. Providing guidance on what tools/guidance are most appropriate. Designing/refining assessment questionnaires. Guiding data analysis.

39 Scope of the framework Market information only Tool-neutral
Emergency interventions only, not longer-term development Focus on physical goods to start, any sector Does not address how information is used to make decisions Does not address all possible decisions

40 The decisions Assessment Program design Program implementation
Does the market need support in order to be able to supply key goods to the crisis-affected population? If so, what kind of support is needed? Can a cash-based modality be used to deliver part or all of the assistance? Program design What is an appropriate value for the cash transfer? (for CTPs) What is an appropriate frequency for delivering the cash transfer? (for CTPs) What payment mechanism should be used to deliver cash to the crisis-affected people? (cash, vouchers, CFW? Others?) Program implementation Should the value, frequency, and/or payment of the cash transfer be changed, and how? (for CTPs) Should the modality(ies) of the existing assistance be changed, and if so, how? Does the market need support in order to supply key goods to the crisis-affected population? If so, what kind of support is needed?

41 Format of the framework

42 Sample “data points”

43 Some initial reflections
In some ways market analysis is complex Focus on data rather than tools is useful; encourages creativity in how to gather needed information Challenges some of the assumptions about emergency market analysis (e.g., pre- and post-shock comparison) Challenges notion that price monitoring is enough to adequately monitor markets

44 Next steps Working version to be released by end of March
Field tests & feedback encouraged Final version to be produced in late 2017 Will be translated into French and Arabic

45 Capacity building opportunities
CaLP’s standard training package Introduction to Market Analysis - IRC/CaLP e-learning CaLP specialised courses Market assessment tools training – F2F Market assessment tools training for decision-makers – F2F Market assessment tools training for team leaders – F2F A practical guide to market analysis in humanitarian response - IRC/CaLP e-learning
