External temporary – Hiring an external for 3-6 months takes a short competition; use for senior planners, etc. Advertising a TJO ? Can use UNHQ EO, FPD/RRS, mission. IC/consultant – UNOPS – UNICEF/UNDP Standby Arrangement – Bi-lateral with Member State – Expert on Mission – FGS for military, PD for IPOs, Substantive sections for others with FPD?
