Standards Coordinating Committee 20 47 Years of Test Related Standards Development Welcome to IEEE SCC20 Meeting 11-1 April 12-14, 2011 The Test and Diagnosis for Electronic Systems (SCC20) Mission: “Provides for the management, development, and maintenance of language and interface standards supporting system-level (onboard and offboard) automatic test and diagnosis. These standards include (but are not limited to) test requirements, test programs, test procedures, diagnostic knowledge, maintenance information, and major hardware subsystem interfaces between and within Automatic Test Systems.” IEEE Standards Coordinating Committee 20 (SCC20) 11-1 Meeting

9 Participants, Patents, and Duty to Inform
All participants in this meeting have certain obligations under the IEEE-SA Patent Policy. Participants: “Shall inform the IEEE (or cause the IEEE to be informed)” of the identity of each “holder of any potential Essential Patent Claims of which they are personally aware” if the claims are owned or controlled by the participant or the entity the participant is from, employed by, or otherwise represents “Personal awareness” means that the participant “is personally aware that the holder may have a potential Essential Patent Claim,” even if the participant is not personally aware of the specific patents or patent claims “Should inform the IEEE (or cause the IEEE to be informed)” of the identity of “any other holders of such potential Essential Patent Claims” (that is, third parties that are not affiliated with the participant, with the participant’s employer, or with anyone else that the participant is from or otherwise represents) The above does not apply if the patent claim is already the subject of an Accepted Letter of Assurance that applies to the proposed standard(s) under consideration by this group Quoted text excerpted from IEEE-SA Standards Board Bylaws subclause 6.2 Early identification of holders of potential Essential Patent Claims is strongly encouraged No duty to perform a patent search IEEE Standards Coordinating Committee 20 (SCC20) 11-1 Meeting

11 Call for Potentially Essential Patents
If anyone in this meeting is personally aware of the holder of any patent claims that are potentially essential to implementation of the proposed standard(s) under consideration by this group and that are not already the subject of an Accepted Letter of Assurance (LOA): Either speak up now or Provide the chair of this group with the identity of the holder(s) of any and all such claims as soon as possible or Cause an LOA to be submitted IEEE Standards Coordinating Committee 20 (SCC20) 11-1 Meeting

12 Other Guidelines for IEEE WG Meetings
All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. SCC20 Activities Report to IEC TC 93 I created an SCC20 Activities Report October 5, 2010. Dr. Karatsu presented the report to the IEC TC 93 plenary in Seattle, WA Sunday October 10, 2010. Dr. Karatsu reported back “I have made the SCC20 report at the WG7 meeting today and the report was well accepted.” Computer Society Above Activities Report was updated. New Model for the Maintenance of IEEE Standards For several years now, the IEEE Standards Board (SASB) has dealt with a number of issues/concerns related to maintenance activities, such as: Reaffirmation. Stabilization. Withdrawal. All Sponsors were asked on December 15, 2010 to respond to a proposed solution by February 28, 2011. I, as SCC20 chair, provided comments and questions on the flowcharts, IEEE Operations Manual and IEEE Bylaws changes. IEEE Standards Coordinating Committee 20 (SCC20) 11-1 Meeting

Basically, the new model eliminates Reaffirmation, Stabilization and Withdrawal. Active Standards would be either 'Revised' or ‘Transferred to an Inactive Status‘. Standards would be subject to a periodic review by the sponsor every 10 years. Could be Transferred to Inactive Status at any time. 2010 Annual Financial Report Submitted in January SCC20 Operating Procedures We are operating under Version 15 Approved by the SASB June 2008 Version 16 was submitted to AudCom May 4, 2010 Draft 3, SCC20 Log 10-1 Has not yet made it onto a AudCom agenda June, September, December, March Presently scheduled for June 2011 Version 16 Draft 5 will be discussed at Steering on Wednesday IEEE Standards Coordinating Committee 20 (SCC20) 11-1 Meeting

SCC20 Common Task Group Initiated in April 2010 to investigate the possibility of there being a common set of XML elements that could be shared between (and replacing the existing common schemas) : ATML (IEEE-1671 family) SIMICA (IEEE-1636 family) AI-ESTATE (IEEE-1232) STD (IEEE-1641) P (XML for the Common Test Interface Pin Map) The Task Group has not officially started Due to the workload of committee members, I have not “started the clock”. We have two standards that are due for year maintenance action this year. Both of these are on the Wednesday Steering Committee meeting agenda. Standards are approved for five years and we are required to take a maintenance action by the end of that period. If we choose to revise, reaffirm, or stabilize the standard but will not be able to complete the process by October, we will need to: Request an extension of the existing standard and Provide information about the actions that are being taken. If there is no further interest in a standard: To be withdrawn, no ballot is required. The standard will be administratively withdrawn in December 2011. Please note that standards that have been administratively withdrawn can no longer be reinstated via reaffirmation. IEEE Std (R2006) IEEE Standard Test Language for All Systems - Common/Abbreviated Test Language for All Systems (C/ATLAS) Please notify me of your intended action during the Steering Committee meeting Wednesday I have to notify the RevCom Administrator of our intended action by 17 October 2011. If I do not respond, the standard will be placed on the agenda for administrative withdrawal. TAD, if you are revising or reaffirming, all Balloting tasks must be completed before the above date.
