4 PARTNERSHIP DIALOGUE. ESSENTIALS: Conducted a dialogue on partnership in October 2015 in 8 provinces. Private providers, TVET colleges, agriculture colleges, Universities, industries and government departments were invited; Most provinces have seen attendance by most of these role players ; Important areas of collaboration were identified; Provincial steering committees have been formed The program emanating from this dialogue will be taken forward by steering sessions as of April 2016

6 RPL IMPLENTATION PROGRESS
PILOT RUN 6 Agric colleges to run the pilot KEY FOCUS Build RPL system and structures 20 Learners per college 2 qualifications per college. 20 assessors per college SCOPE OF THE PROGRAM DURATION OF THE PROGRAM The program is envisaged to take two years

7 MONITORING OF PROVISION
Accreditation License 2018 Quality maintenance: Infrastructure, changes of offices and addresses. Uncoordinated MoU’s and abdication of responsibilities. Unethical Conduct : Fraudulent accreditation letters Fraudulent Assessor and Moderator signatures Non payment of learner stipends: this leads us to learner complaints. No certification of learners on Learnerships and skills programs Learning material: copy and paste material Lack of subject matter expertise on assessors and moderators registration process; Monitoring: QCTO unannounced site visits

8 QCTO ACCREDITATION REQUIREMENTS…
QCTO accredits SDPs to offer/deliver occupational qualifications The accreditation process focuses on two areas: Institutional compliance (Phase 1) Programme Delivery readiness (Phase 2)

9 QCTO ACCREDITATION REQUIREMENTS…
Institutional Compliance: Be a legal entity /juristic person Have a valid tax clearance certificate Provide a proof of financial sustainability Have a valid Occupational Health and Safety certificate, if applicable Provide evidence of appropriately qualified human resource/s Have a learner appeal policy and code of conduct

10 QCTO ACCREDITATION REQUIREMENTS…
Programme Delivery Readiness Verifiers confirms the following : Qualified Staff to facilitate learning Administrative resources for capturing learner information and learner records and results Required resources, tools, equipment, machinery, material, protective clothing Learner Support Material(LMS) to offer the relevant component/s Agreement/s with workplace/s for the delivery of work experience components of the relevant qualification; Relevant standards for occupational health and safety if applicable; Adherence to any monitoring and evaluation activities as prescribed by the QCTO.

QCTO Accreditation Committee considers recommendation by Verifiers Decision made on accreditation outcome letter issued Accredited skills development providers info. gets uploaded to QCTO website
