10 The story of English as an international language
19-century age of empire: British English enjoyed the global supremacy. Through the agency of the two world wars: American English and culture became part of the global consciousness through the mass media and its values. After 2003, English began to gain a supranational momentum that make it separated from its Anglo-American pasts. ( internet and economical globalization) 2018/5/21 ELF 分享會(成大成鷹計畫)

13 What is Global English? Easy English with a vocabulary of just 1,500 words Proposed by Jean-Paul Nerriere, a French-speaking retired IBM executive as “the worldwide dialect of the third millennium” An international language independent of its Anglo-American origins or cultures Contagious, adaptable, popullist, and subversive, a language as a part of “global consciousness” (quoted from McCrum, Newsweek, June , 2010) 2018/5/21 ELF 分享會(成大成鷹計畫)

14 The Nature of English is Changing
Paradigm Shift The role of English has changed. English as a lingua franca (ELF) challenging the standard – Jenkins David Graddol (1997) Braj Kachru (1985) 2018/5/21 ELF 分享會(成大成鷹計畫)

15 Case 1: Lingua Franca Core in Korea
Presenter: Chung, Hyunsong (Department of English Education/ Korea National University of Education, South Korea) Title of the Paper: Challenges of the Lingua Franca Core (LFC) in Korea Main points: Foreign language policy makers in Korea are hesitant to practically adopt the LFC in the national curriculum because the students and parents still pursue the “standard” or “native-like” norm of English which is believed to guarantee academic/professional success in the future. 2018/5/21 ELF 分享會(成大成鷹計畫)

16 Case 2: Language Education Policy in China
Presenter: Pan, Zhangxian (Zhejiang Gongshand University, China) Title of the Paper: Retrospect and Prospect of the English language Education Policy in China: Towards Multiplicity Main Points: The author argues that in the context of globalization and frequent use of information technology, China’s English language education changes towards multiplicity, which is revealed in matters such as the choice of teaching goals, education model, contents, methods and the suitable stage to start the education. 2018/5/21 ELF 分享會(成大成鷹計畫)

18 A Paradigm Shift? Taiwan’s EIL Education
Different awareness toward EIL (or global English) To whom does English belong? Is it necessary to achieve native proficiency? Should there be a standard of English? Should there exist a global English? EIL (English as an international Language) is the emerging language in the global workplace. Vocabulary: about 1500 to 6000 words Grammar: basic and easy-to-use rules Function: emphasizing communicative strategies for management purposes 2018/5/21 ELF 分享會(成大成鷹計畫)

19 Conclusion To practice with the approaches…
Global English can be a single norm. (Simplified version of Native speakers’ English) Next step: ESP (English as a Specific Purposes: To accomplish specific tasks) To practice with the concept… Intercultural awareness Accommodation skills 2018/5/21 ELF 分享會(成大成鷹計畫)
