2. Structure of the Ministry of Environment and Physical Planning (MoEPP)
Four depatrments :
Dep. of Legislation and Standardisation
Dep. of Sustainable Development
Dep. of EU Integration
Environmental Information Centre
Two Divisions for projects implementation :
Implementation of the Lake Ohrid Conservation Project based in Ohrid
Implementation of the Dojran Lake Salvage Project in Star Dojran
Three bodies :
Inspectorate og Environment
Office of Environment and Fund of Environment
Nature Protection Improvement

3. Responsibilities of Inspectorate
State Environmental Inspectorate does the supervision on :
- implementation of technical-technological measures for protection and prevention of pollution of water and air
- protection of the special natural resources, degradation and pollution of soil
- harmfull noise, solid waste and ionizing and non-ionizing radiation
State Environmental Inspectorate is consisted of Director, State Environmental Inspectors, analysis and valorisation od data advisor and technical secretary.
State Environmental Inspectorate has 8 inspectors with offices in Skopje, Bitola, Veles, Strumica and Gostiwar.
Државниот инспекторат за животна средина врши инспекциски надзор над :
примената на техничко-технолошките мерки за заштита на воздухот и водите од загадување,
заштита на посебното природно богатство,
земјиштето од деградирање и загадување,
штетна бучава и заштита од отпадни материи и од
јонизирачки и нејонизирачки зрачења.
Државниот инспекторат за животна средина го сочинуваат Директор, државни инспектори за животна средина, советник за анализа и валоризација на податоците и технички секретар.
Државниот инспекторат го сочинуваат 8 инспектори со седиште  во Скопје, Битола, Велес, Струмица и Гостивар.

5. Approval of budgets
An internal assessment of future budgetary requirements
Discussed, amended and approved by the MOEPP
Governemental departent for budget
Government (puts MOEPP budget needs among other budget spenders, in legal form of law)
Parliamentary bord for budget (final opportunity for ammending the proposed budget text)
Parliament adopts the budget ( simple majority)
Ministy for Finances collects and approves budget spending

MoEPP Budget : 5, 1 milions €
Environmental Program : 3, 7 milions €
Environmental Inspectorate : €

Inspektoratot se naoga vo Programa za zivotna sredina so priblizno eura.

7. Adressing Budget Deficit
Budget deficit rarely occurs, becouse of the very tight spending policy on the over-all government administration.
Budget deficits are also restricted by the MMF arangements with our country. Therefore, not more than 1-2 % noticed .

8. Conclusions Future targets of our finance policy are:
compliance with EU Legislation requirements
- implementing Minimum Criteria for Inpections. This needs: upgrading human capacity resources of the Inspectorate, increased efficiency of the inspection through planning, and frequency of the inpectionsi, i tn.
Definiranje na prioritetite na RM vo odnos na :
-obvrskite koi proizleguvaat od novata EU legislativa
-voveduvanje na Minilalnite Kriteriumi za inspekcija od kade proizleguvaat : zgolemuvanje na coveckiot kapacitet na inspektoratot, zgolemuvanje na efikasnosta na inspekcijata preku planiranje i frekfencija na inspekcii, i tn.

9. SUGESTIONS
Developing of our system of financing the Inspectorate should be done with higher consistency of our planned activities and our planned budget coverage.
Our future budgets should finance:
training courses for inspectors
education for inspectors
exchange of expirience and knowledge with environmental inspectorates from neighbouring countries
introduction the inspectors with the newly inplemented system of local governance in the field of environment protection
