2 SGC Emergency Action Plan
SGC is continually striving to ensure the safety of students, visitors, and employees. Our action plan describes the strategies to be performed by staff and faculty in emergency situations and is updated on an annual basis. If you have extra ideas on what sounds good add them in and make it professional and presentable. Explain that our Action Plan is all about the safety of the people SGC comes in contact with while on campus. Let the students know that the faculty and staff will be there to guide students and others during an emergency. Inform the students that there is an EOP (Emergency Operations Plan) that every faculty and staff has and should go by in order to keep everyone safe. Add your own ideas also to what this slide says to you. SGC Dept. of Public Safety

3 SGC’s Public Safety Department provides 24-hour assistance to the College community. Public Safety has both a Police and Security team that make your safety their first priority. Tell about our team some how but not over board. Explain that we have both a police force and security team who are all over campus and near bout all times. We are only a phone call away. 4 SGC Police Officers are certified police officers with arrest powers
SGC Police Officers are certified police officers with arrest powers. They have been trained to respond to hostile or violent actions. Immediately contact Public Safety ( ) or E911 if you witness hostile or violent behavior. Tell where we are located and what our number is because remember we are only a phone call away. Explain that our whole team know how to respond and handle hostile situations. Maybe tell them about our Active Shooter Training exercise right here in this campus. And it doesn’t even have to be an active shooter kinda thing if they feel threatened or scared please feel free to call as we are here 24/7. SGC Dept. of Public Safety

5 School Shooting History
Shootings in school are not a new thing but they are on the rise From 1996 till now there has been 42 cases of school shootings worldwide Columbine – 1999 West Nickel Mines Amish School (Oct, 2006) Virginia Tech (April, 2007) SGC Dept. of Public Safety

6 The average number of school shootings that occur yearly according to GEMA.
117 On this slide we need to add a voice clip in after the 117 pops up and before the other text comes in saying something like, “ What does this number say to me?” then have the bottom txt come in and say, “It says that according to GEMA there are 117 school shooting every year.” you get the jest. 7 What is an Active Shooter?
An Active Shooter is a person who is actively engaged in killing or attempting to kill people in a confined and populated area. In most cases, these shooters use firearms and have no pattern or method to their selection of victims. To me the first bullet says: “An active shooter is defined as someone who is in a confined and populated area that has all intentions of killing a certain person while killing others or even killing anyone and everyone just out of hatred and rage.” The second bullet: They use some sort of gun and are sporadic with the ways they select vitcims. 8 Warning signs of an active shooter…
Shows expression of hatred and rage Tends to isolate himself from others and from social events Is generally depressed and insecure about himself Will often mention his plans to others and may keep documentation of those plans Often feels bullied or “not in the circle” Bullet 1: when some one is mad and angry all the time and has rage against the world it seems like maybe because of bad home-life or something like. #2: When you see them they are always alone and don’t really have any friends, they never go to any event that they are invited to. Seem lonely. #3: Another warning signs is When you see someone that is always down in the dumps and never thinks positive about them selves. SGC Dept. of Public Safety

9 Characteristics of an Active Shooter….
Usually assaults people in order to express hatred or rage Possibly has more than one target and is intent on killing many people quickly Usually knows his surroundings very well May be better armed than authorities, and will not be scared of them Often goes to locations where victims are close at hand and may seek specific victims #1: People that usually are pushy and hit and beat on other people for fun from time to time are good candidates for an active shooter. #2: some Active Shooters have more than one person they are after but will kill as many people as they can while trying to kill their targets. #3: They will usually either scope out the buildings and surroundings very well or maybe even be in a position to have access anywhere they want to go on campus. #4: They know the police are going to be coming for them so they bring more powerful arms and armor then the authorities so they can do a lot more damage. 10 Why does this matter to me?
Although law enforcement officials can properly and effectively protect us, Active Shooter situations usually occur and are over within 10 to 15 minutes. They are also unpredictable and, because of this, students need to be prepared physically and mentally. What does all this have to do with me? The law can take care of this. #1: True but not true students have to be prepared for anything because these situations can happen and be over with sometimes before the authorities even get there and set up good. #2: No one scene can be predicted before it happens so each and every student need to know what to do when a certain thing happens. Also if you have a mental break down during things like this you could jepordize not only your life but everyone around you. SGC Dept. of Public Safety

11 VIOLENT INCIDENTS CAN OCCUR WITH LITTLE OR NO WARNING
ACTIVE SHOOTER INCIDENTS REQUIRE AN IMMEDIATE RESPONSE FROM BOTH THE COMMUNITY AND LAW ENFORCEMENT IN ORDER TO STOP THE SHOOTING AND PREVENT FURTHER HARM! Picture come in first and then voice clip: “What would you do if you seen something like this happening in your Dining Hall?” Then txt above picture: “ Everyone has to stick together and help each other in order to end the violent situation. 13 SGC CONNECT ED ALERTS: CONNECT ED IS AN ALERT SYSTEM UTILIZED BY SGC THAT IS PROVIDED TO HELP STUDENTS BECOME AWARE OF SITUATIONS TO WHICH THEY SHOULD BE RESPONSIVE. These messages are sent via text, , and phone. A CONNECT ED ALERT INITIAL MESSAGE WILL INFORM STUDENTS OF WHAT TYPE OF INCIDENT IS OCCURRING, WHERE THE INCIDENT IS TAKING PLACE, AND THE PRECAUTIONS THAT SHOULD BE TAKEN. ONCE THE INCIDENT IS OVER , STUDENTS WILL RECEIVE AN ADDITIONAL CONNECT ED MESSAGE THAT GIVES FURTHER DIRECTIONS. Explain Connect Ed and what it does and how it helps. SGC Dept. of Public Safety

Immediate Action SHELTER IN PLACE: SEEK IMMEDIATE SHELTER AND REMAIN THERE IF YOU ARE INSIDE AND HEAR GUNFIRE OR AN EMERGENCY MESSAGE SIGNIFYING LOCKDOWN, FOLLOW THESE STEPS UNLESS OTHER WISE INSTRUCTED: CLOSE, LOCK, AND BARRICADE THE DOOR USING WHATEVER IS AVAILABLE: (DESK, TABLES, OR OTHER FURNITURE) POSITION YOURSELF OUT OF SIGHT AND STAY BEHIND SOLID OBJECTS COVER ALL DOORS AND WINDOWS REMAIN QUIET AND PRETEND THAT YOU ARE NOT IN THE ROOM DO NOT ANSWER THE DOOR CALL 911 AS SOON AS POSSIBLE (IF POSSIBLE) IF YOU CANNOT SPEAK, LEAVE THE LINE OPEN TO ALLOW THE DISPATCHER TO LISTEN SILENCE YOUR CELL PHONES AND ANY OTHER NOISE MAKER REMAIN IN YOUR LOCATION UNTIL YOU ARE ESCORTED OUT BY AN EMERGENCY OFFICIAL UNLESS YOU ARE IN DANGER AND ARE CERTAIN THAT IT IS SAFE TO LEAVE. 17 ACTIVE SHOOTER IN A CLASSROOM OR OFFICE:
REMAIN CALM! ALERT POLICE TO THE SHOOTER’S LOCATION IF YOU CANNOT TALK, STAY ON THE PHONE SO THE DISPATCHER CAN HEAR WHAT’S HAPPENING CONSIDER AN ESCAPE ROUTE IN CASE AN IMMEDIATE THREAT DEVELOPS IN THE ROOM IF THERE IS NO WAY TO ESCAPE OR HIDE, YOU MAY HAVE TO NEGOTIATE WITH THE SHOOTER. IF THE DOOR HAS NO LOCK ATTEMPT TO BLOCK THE DOOR AS MUCH AS YOU CAN OR PLACE A DOOR WEDGE HARD UNDER THE DOORWAY SGC Dept. of Public Safety

GET IN A ROOM AND SECURE IT IF NOT ALREADY SECURE DO NOT RUN THROUGH A LONG HALLWAY TO AN EXIT, ONLY EXIT IF YOU ARE CLOSE TO ONE ALREADY NEVER HIDE IN RESTROOMS AS THERE IS NOT MANY PLACES TO HIDE SGC Dept. of Public Safety

IF YOU ARE INSIDE A GYM OR AUDITORIUM AND THE SHOOTER(S) ARE NOT PRESENT, MOVE TO AND EXIT THROUGH AN EXTERNAL EXIT ONLY GO TO AUTHORITIES AS QUICK AS POSSIBLE WITH YOUR HANDS UP DOING WHAT THEY TELL YOU SGC Dept. of Public Safety

20 IF YOU DECIDE TO LEAVE, MAKE SURE YOU HAVE AN ESCAPE ROUTE AND PLAN IN MIND
MOVE QUICKLY AND FOLLOW THE INSTRUCTIONS OF ANY POLICE OFFICER OR PUBLIC SAFETY OFFICIAL DO NOT TRY TO REMOVE INJURED VICTIMS; INSTEAD, NOTIFY AUTHORITIES OF THEIR LOCATIONS ATTEMPT TO RESCUE OTHERS OUTSIDE THE ROOM SHOULD ONLY BE MADE IF IT CAN BE DONE WITHOUT ENDANGERING THE PERSONS INSIDE THE SECURE AREA HAVE SOMEONE WATCH WHILE YOU GET AS MANY STUDENTS OUT OF THE WINDOWS (GROUND FLOOR) AS CALMLY AND AS QUIETLY AS POSSIBLE SGC Dept. of Public Safety

21 Trapped with Gunmen Don’t do anything to provoke shooter
If they are not shooting, do what they say and don’t move suddenly Only you can draw the line on what you will or will not do to preserve your life or the lives of others If shooting starts, you need to make your own choice, stay still and hope they don’t shoot, run for an exit zig zaging, or attack the shooter This is not a recommendation to fight but rather a choice to fight where there are no other options

22 IF YOU ARE NOT INSIDE A BUILDING ,FOLLOW THESE GUIDELINES:
SEEK PROTECTION BY PUTTING SOMETHING (i.e. a tree, car, dumpster) BETWEEN YOU AND THE ASSAILANT. IF YOU KNOW WHERE THE SHOOTER IS AND YOU THINK YOU CAN GET AWAY SAFELY, CONSIDER TRYING TO ESCAPE. IF IN DOUBT, FIND THE SAFEST AREA AND SECURE IT THE BEST WAY YOU CAN. REMAIN CALM AND CONTACT QUICKLY RELAY ANY INFORMATION TO EMERGENCY PERSONNEL. STATE YOUR NAME, LOCATION, LOCATION OF VICTIMS, AND ANY INFORMATION ABOUT THE ASSAILANT (i.e. ANY SOUNDS YOU HEAR, COMPLETE DESCRIPTION OF THE ASSAILANT INCLUDING COLOR OF CLOTHING, WEIGHT AND HEIGHT, ETC.) SGC Dept. of Public Safety

23 THE INJURED ALTHOUGH EMS, FIRE, AND RESCUE WILL BE ON SITE, THEY WILL NOT BE ABLE TO ENTER THE AREA UNTIL IT IS SECURE. PLACE SIGNS TO ALERT POLICE PERSONNEL OF YOUR LOCATION AND THE LOCATION OF THE INJURED. YOU MAY HAVE TO TREAT THE INJURED UNTIL MEDICAL ASSISTANCE ARRIVES. Police officers will initially bypass victims as their priority is to eliminate the threat. SGC Dept. of Public Safety

24 POLICE RESPONSE AND EVACUATION
THE POLICE ARE TRAINED TO ENTER THE BUILDING AS QUICKLY AS POSSIBLE IN ORDER TO FIND THE SHOOTER. REMAIN CALM SO THAT YOU DO NOT INTERFERE WITH POLICE OPERATIONS. DO WHAT THE OFFICERS TELL YOU TO DO WHILE KEEPING YOUR HANDS VISIBLE AT ALL TIMES. …REMEMBER, OFFICERS DO NOT KNOW YOU FROM THE ASSAILANT. IF YOU KNOW WHERE THE SHOOTER IS, TELL THE OFFICERS. REMEMBER, THE FIRST OFFICERS WILL NOT STOP TO HELP INJURED PEOPLE. THE RESCUE TEAM WILL BE IN SHORTLY. THEY WILL THEN SEARCH FOR INJURED PARTIES AND GET EVERYONE OUT. REMAIN WHERE AUTHORITIES ASK YOU TO STAY. BE AWARE THAT THE ASSAILANT MAY ACT AS AN OFFICER OR SOMEONE NEEDING HELP, AND THEN HE MAY ENTICE YOU TO OPEN THE DOOR. DON’T! WHEN AN EVACUATION OF A BUILDING IS ORDERED BY LAW ENFORCEMENT, THEY WILL CONDUCT THE EVACUATION IN AN ORDERLY AND SAFE MANNER. BUILDING EVACUATION IS MANDATORY. ALL OCCUPANTS SHOULD IMMEDIATELY EXIT EMPTY HANDED AND THEN ASSEMBLE IN AREAS DESIGNATED BY LAW ENFORCEMENT. SGC Dept. of Public Safety

26 So, Remember! If there is an Active Shooter: For more information,
Find a safe place to hide or evacuate. Call 911 and Public Safety. If you are hiding, DO NOT leave until area is cleared unless it is safe to do so. Mark the number of the wounded on the windows where the wounded are located; then block all windows completely by lowering the shades or blinds. DO NOT respond to anyone. Police will come in to you.
