6 TIGER - Tactical Intelligence Gathering and Enforcement Response
Our TIGER Teams take targeted approach with laser focus to violent crime. Their focus is to identify and apprehend serial perpetrators who continue to commit multiple armed robberies and other violent crimes. Our team works directly with prosecutors which allows us to present quality cases to the District Attorney’s Office for prosecutorial consideration. An ADA from the District Attorney’s Office has a direct working relationship with this Unit. This includes being available for case consultation and also assisting in securing the cooperation of arrested subjects. The TIGER Robbery and Shooting teams are under the command of our Special Operations Division. They operate out of their facility and they have the full support of their tactical assets. The support of our SOD assets will serve as a force multiplier in our investigations. Our TIGER Teams have been responsible for over a hundred felony arrests for violent crimes and have led our efforts in continue our armed robbery reduction in 2017.

12 Recruitment & Hiring Thus far in 2017:
Class 178 began academy training on October 31st, 2016 and is scheduled to graduate on April 28th, 2017 with 29 recruits. Class 179 began academy training on December 28th, 2016 and has 8 recruits currently. Class 180 is tentatively scheduled to begin in April or May and 18 recruits are currently hired. An additional 8 are in the final stages of the hiring process and are awaiting clearance for hire (psych/meds). Additionally, NOPD had 2 reinstatements, in 2017.

13 Recruitment & Hiring In 2017, Superintendent Michael Harrison is experimenting with starting a new initiative which is tentatively called the CADET program. The vision is to engage high school students and put them into a CADET program. The program will be a feeder system to reputable security companies, to be determined, or into a workforce program designed by Delgado Community College. This program will in-turn work with NOPD to hire these individuals who are in good standing when they turn 20½ years old.

14 Recruitment & Hiring Initiatives that have already been implemented to improve recruitment efforts: Increased base pay for all officers by 15% in Launch of new website to outline recruitment process and make it easier to apply online. Annual partnership with NO Police and Justice Foundation to conduct job fairs, online marketing, and community outreach. Leveraging social media by publishing recruitment videos and information on NOPD’s Facebook page, Hiring of additional civilian recruiters, and creation of a Director of Recruitment position to aggressively target new recruits and follow up with promising applicants. Providing a $4,000 recruitment incentive to NOPD officers who recruit and mentor new recruits. Arranged for discounted hotel rooms, rooms at Jackson Barracks, and transportation to and from the test center for out of town applicants who travel to New Orleans to take the recruit exam Construction and renovation of new NOPD facilities and purchasing of new equipment and computers for all districts to improve working conditions Purchasing of new take-home vehicles for Field Training Officers and patrol officers living in Orleans Parish to incentive recruitment

15 Recruitment & Hiring Initiatives that will increase the efficiency of current personnel: Expanding civilianization with new hires to support positions previously staffed by officers. 2017 Legislation (SB No. 80) has now been proposed that would allow “civilian traffic control officers or entity” to investigate minor accidents. False Alarm Program that will eliminate 40,000 false alarm responses by NOPD officers per year Alternative Police Response Unit that is currently handling 15% of all police reports by phone, with online reporting capability expected in September 2017. Electronic Trip Sheets to reduce the amount of time filling out paperwork E-Citations and E-Summons will eliminate paper tickets and speed up approval of tickets by supervisors
