1 DM CAT – NCDF Tiger Team 24/10/2016 meeting
Process Group results 17/05/2018 NATO UNCLASSIFIED

2 Objectives Identify NCDF process(es)
Improve understanding of NCDF boundaries i.e. What is NCDF? Initiate the NCDF demonstration project 17/05/2018 NATO UNCLASSIFIED

3 Strawman NCDF Organisation
Two tier organization structure An Executive group that executes continuous processes/activities required to achieve to make NCDF effective Project group(s), temporary structure, required to produce the desired change 17/05/2018 NATO UNCLASSIFIED

4 Strawman NCDF Organisation
Executive Product PID Project PID = Project Initiation Document 17/05/2018 NATO UNCLASSIFIED

5 Key Principles NCDF requires a standing organization, processes, roles and responsibilities to fulfil the NCDF vision NCDF will spin off projects, as required, to fulfil its objectives Projects are the mechanism by which change is achieved 17/05/2018 NATO UNCLASSIFIED

6 Benefits The two tier organization structure:
Separates the continuous activities from temporary activities Separates product delivery (short term activity) from benefit realization (long term activity) Requires clear definition of project inputs and outputs Ensures efficient allocation of NCDF resources 17/05/2018 NATO UNCLASSIFIED

7 What is NCDF? An Organisation Processes Resources
Executive group (DM CaT?), accountable to ?? Able to resource and spinoff projects as required to implement change Processes Resources Including Advisors / mentors / SMEs 17/05/2018 NATO UNCLASSIFIED

8 Executive Processes Stakeholder Engagement Context Situation Awareness
IER Management Solution Pull Through See _NCDF_Org_Strawman.docx for process definition and detail 17/05/2018 NATO UNCLASSIFIED

9 NCDF does (Functions) Provide the means through which stakeholders can effectively engage each other to address IERs Provide the means through which stakeholders can initiate projects to resolve outstanding IERs in an effective and efficient way Provide for effective control of initiated projects Ensure the required products are delivered to the required quality Position the resultant products appropriately so that they are implemented and used effectively 17/05/2018 NATO UNCLASSIFIED

10 NCDF is Governed By Executive Group
? TBD, probably determined by the NC3B Need to determine authority that assigns the Executive Group role 17/05/2018 NATO UNCLASSIFIED

11 Executive Group Manages
Resources Library of re-usable artifacts Models Transforms IES(?) Best Practice NDR SRM Etc. Registry (not a repository) Stakeholder profiles Context profiles Linkage to COIs Processes Stakeholder Engagement Context Situation Awareness IER Management Solution Pull Through 17/05/2018 NATO UNCLASSIFIED

12 NCDF Enables Cross COI information sharing Standards developers
System developers Standards developers Resources support repeatable approach 17/05/2018 NATO UNCLASSIFIED

13 NCDF Influences COIs Standards NATO / Nations FMN (indirectly MPE) NRF

15 Demo Project Brief Project Description
Elements of the IER: Enhance Shared SA by connecting MIP and FFT communities through a bi-directional information exchange. References STANAG 5527 RD1 Edition A MIP4-IES RC2 SOI Native Track, under development Objectives Improve the Recognized Ground Picture Improve the tactical picture (friendly forces) Contribute to a repository of authoritative transforms Assuming that the COI has already budgeted the work to be done, the cost of joining in this information sharing would be reduced. Cost savings start after the initial transforms have been developed. Consistency of transformations across multiple implementations Desired Outcomes Improved information sharing Support unanticipated future use Improved decision making Increased awareness of friendly force positions Reduction in the potential for fratricide Information can be transported across security boundaries Scope The ability to share friendly force information among coalition and external partners. Exclusions Legacy NFFI is excluded. Constraints Distributed team working across multiple time zones CWIX FCC: 21 March 2017 Need system implementations validated by this date. CWIX EXE: June 2017 Assumptions Participation of simulated systems Data is at the same classification level Distributed test network Target classification for the specifications NATO UNCLASSIFIED rel IP, MIP Tolerances Time: Initial: 1 February /- 2 weeks Final: 1 April /- 2 weeks Quality: 90% of semantics +/- 10% Cost: N/A Scope: 10 simultaneous partners Benefit: Risk: waterfall vs agile development Demo Project Brief 17/05/2018 NATO UNCLASSIFIED

17 Risks to NCDF Insufficient resources Technology churn
Lack of a champion Lack of authority Lack of appropriate stakeholder engagement Limited access to authoritative sources (e.g. specs, standards, COI, etc.) Incomplete implementation of NCDF organization and processes Dependence on external resources (e.g. NDR, SRM) 17/05/2018 NATO UNCLASSIFIED

18 Way forward Complete marketing package (overview, Overarching Concept)
Technical Demonstration CWIX 17 Establish the NCDF processes Exercise all NCDF processes, completely Select real world IER Executive Group to provide the Project Initiation Document (PID, Prince2 derived) Technical Event Developer oriented Operational Event User oriented 17/05/2018 NATO UNCLASSIFIED

19 Recommendations Identify and empower the NCDF Executive Group
