Meeting of Generation Wing Officers
Venue: Vidyut Bhawan, Shimla Date: 21st Oct 09
2
Importance of Hydel Energy
Hydel Generation in HP in summer months suffices to meet the consumer demands in the State and in the winter months the fall in Generation is compensated by making Banking arrangements. Hydro-generation helps in maintaining the vital Grid parameters i.e. Frequency with in limits. The entire Northern Grid is integrated rest of the country except Southern Grid and for the safety of Grid any overdrawl from the Grid is viewed seriously by CERC and some States like Tamilnadu, Rajasthan & Delhi stand penalised by CERC in view of Section- 142 of EA 2003.
3
Factors Taken for the purpose of Analysis of Determining the Optimum Generation Level
Availability of Discharge Availability of Storage capacity Design Vs Actual Energy – Requirement of analysis on Monthly basis Effective, Proper & Timely Maintenance based on best maintenance practices. Machine Availability & its effect on Plant Load factors Adequate Spares / Runners Monitoring & controlling the forced outages

Points for Consideration
The maintenance period of Hydel machines, which is invariably at least two months at present, needs to be curtailed so that there is lesser generation loss on that account. Best maintenance practices be adopted and its results reviewed every year. The maintenance of all the power houses should be allowed only in winter months and no machine shall be allowed to avail shutdown from w.e.f April to September every year. The storage at Bhaba, Giri which was initially 3 hours of full generation has now reduced drastically. Now at Bhaba the storage is available for 1 hour’s generation only and at Giri it has virtually reduced to ½ hr to 1 hour. These storages need to be revived.
25
Points for Consideration
Bassi is dependent on Shanan for generation and if generation at Shanan is erratic, it affects Bassi too. An alternative needs to be explored so that there is no generation loss at Bassi. RMU & LE of Bassi is going on since the last one year & it is not known when the machine shall come on bar. This period of RMU & LE also needs to be curtailed to bare minimum. Making DG Set and auxiliary transformer at Bhaba HEP & Commissioning of DG Set at Larji HEP Skilled Manpower in Power Houses Incentive for workforce at Power House to attract talent.
