4 What is PEFC? Programme for the Endorsement of Forest Certification
Global, not-for-profit, non-governmental organisation based in Geneva, Switzerland Voluntary mechanism promoting sustainable forest management providing independent, third party certification of good practices Certification system of choice for small family forest-owners Alliance of national forest certification systems Thinking Global and Acting Locally This slide provides a general overview of what PEFC represents. With global coverage now 1) we address SFM issues where forests are and 2) ensure certified material availability where you & your suplliers are: global availability. WG 1 – Sustainable Forest Management PEFC ST 1003:2010 WG 2 – FM Group Certification & CB Requirements PEFC ST 1002:2010 & PEFC ST 1004:201x (NEW) WG 3 – Standard Setting PEFC ST 1001:2010 WG 4 – Chain of Custody & Labelling PEFC ST 2002:2013 & PEFC ST 2001:2008 WG 5 – Chain of Custody CB Requirements PEFC ST 2003:2012 WG 6 – Endorsement Process PEFC GD 1007:2012 WG 7 – Requirements for Accreditation Bodies New document Estimated 200 people 3000 days of dedicated work Multi stakeholders: eNGOs, brand owners such as Procter & Gamble and McDonalds involved in the revision process SFM Consideration of “Trees outside Forests” in the standard Specification of the conversion requirements (definition of “forest”, interpretation of cut of date) Several areas: carbon cycle, protective functions, high conservation values Endorsement Further development of the endorsement process to a effective monitoring process: Ongoing endorsement under specific conditions, systems have to provide information at specific milestones of their endorsement (e.g. at the beginning of the review) Consequences: For systems with good management: reduced effort (e.g. since the review starts after 5 years) For systems with less developed management: significant improvement of the system management necessary otherwise the risk of loosing the endorsmeent is increasing (e.g. keeping timelines) CoC Simplifying language Due Diligence System (DDS): integration of all indicators for controversial sources in the risk assessment Definition of claims: specification of claim made by forest owner necessary Claim period: use of credits during 24 months? Multi Site Product Groups: cross site volume accounting under specific conditions (presumably fees) Multi Sites, internal auditing: no 100 % sample, remote technologies allowed
