4 Self-reliance is about the ability of a country to depend on itself to meet its own needs
…enhancing capacity and effectiveness to deal with the country's central socio-economic and political problems; …instils people to be free rather than dependent on others, and is based on self-respect …does not conflict with international cooperation & partnership …leads to national pride, builds confidence and respect among citizens and State

5 Key indicators of self-reliance: a Rwandan Context
To have political (ideological) independence; Ensuring food security to eliminate vulnerability; Ability to finance national budget; To have significant balance of payment; Availability of skilled labour in all sectors

6 Lessons from countries success stories
Since the 1960’s, the Asian tigers - South Korea, Hong Kong and Singapore - all followed a similar path of rapidly developing economies. Factors that contributed to their economic success included: Community of purpose and unity; Governance systems matching culture and context Highly disciplined and productive workforce; Savings seen as a major concern and became part of their culture; Education system built productivity mindset;

7 Why do we need to be self-reliant
Predictable development path Driving own decisions Sustainable development Unpredictable changes on the global political and economic scene require a change in dependency mindset Need to adopt a more self sustainable approach Dependency creates negative effects on our development Not only are circumstances very unstable but also not sustainable for our development To freely make our own decisions and drive them towards our desired destiny

Consolidate political gains including: citizen centered governance collective participation innovations, safety and security Consolidate political gains Drive towards: Self reliance (IDDE) Integrity (Dignity) Discipline & Excellent Promote principles & values Revisit the education system Revisit the curriculum to educate self reliance values and produce a disciplined and productive workforce Address budget self-financing Development of strategies to address budget self-financing and balance of payment gaps Development of strategies to address skills gaps

14 Key questions to be answered to achieve self reliance
1 Why we Rwandans have to keep living a life where we avoid taking our best decisions, choices and opportunities for fear of others’ perspectives and support? 2 What are we doing or preparing today to ensure Rwanda becomes self reliant? Political independence requires economic and skills support 3 How fast can we address self-reliance gaps highlighted? We, Rwandans are responsible for our own development and only we can be held accountable for our own actions
