What is CIRBN?
CIRBN (Central Illinois Regional Broadband Network) is the name of the grant funded regional broadband network that is being created
this effort is a collaboration of various education, healthcare, public safety, government, not-for-profit, and commercial institutions within Central Illinois
it is designed with the sole purpose of addressing the broadband challenges that we all face

5. Overview What are our goals?
to provide very high speed connectivity between targeted communities in Central Illinois
to deliver very high speed connectivity to targeted facilities (often 650 times greater than what is currently being used due to costs or availability!)
to connect communities and organizations together, to the Internet, the State of Illinois network, medical networks, research networks, and other networks

7. Overview How can we do this?
ARRA federal grant to cover 70% of the cost to create this infrastructure
partnered with CMS to create IBOP EC proposal in order to secure (protected) State of Illinois capital funds to cover 20% of the cost to create this infrastructure
a collaboration of partners from both the public and private sectors provided 10% matching through cash and in-kind resources
Illinois State University is a sub-recipient of the IBOP EC grant to cover 90% of the costs to create CIRBN

we will create a financially self-sustaining network based upon an LLC using a not-for-profit business model
the LLC will consist of a board and membership based upon partners to ensure that it is sensitive to the needs of the communities and organizations that it serves

the cost of broadband is outpacing our resources to purchase what is being consumed
the level of broadband service in most non-urban markets is inadequate
these challenges aren’t changing because commercial carriers are not investing in rural communities to deliver broadband service into non-urban markets due to low rates of return
