4 Overview What is CIRBN? CIRBN (Central Illinois Regional Broadband Network) is the name of the grant funded regional broadband network that is being created this effort is a collaboration of various education, healthcare, public safety, government, not-for-profit, and commercial institutions within Central Illinois it is designed with the sole purpose of addressing the broadband challenges that we all face February 21, 2011 CIRBN

5 Overview What are our goals?
to provide very high speed connectivity between targeted communities in Central Illinois to deliver very high speed connectivity to targeted facilities (often 650 times greater than what is currently being used due to costs or availability!) to connect communities and organizations together, to the Internet, the State of Illinois network, medical networks, research networks, and other networks February 21, 2011 CIRBN

offer a significantly higher level of service (in most cases) at a substantially lower per-unit cost when compared to commercial alternatives February 21, 2011 CIRBN

7 Overview How can we do this?
ARRA federal grant to cover 70% of the cost to create this infrastructure partnered with CMS to create IBOP EC proposal in order to secure (protected) State of Illinois capital funds to cover 20% of the cost to create this infrastructure a collaboration of partners from both the public and private sectors provided 10% matching through cash and in-kind resources Illinois State University is a sub-recipient of the IBOP EC grant to cover 90% of the costs to create CIRBN February 21, 2011 CIRBN

we will create a financially self-sustaining network based upon an LLC using a not-for-profit business model the LLC will consist of a board and membership based upon partners to ensure that it is sensitive to the needs of the communities and organizations that it serves connectivity fees will be directly related to what it takes to collectively operate this infrastructure February 21, 2011 CIRBN

the cost of broadband is outpacing our resources to purchase what is being consumed the level of broadband service in most non-urban markets is inadequate these challenges aren’t changing because commercial carriers are not investing in rural communities to deliver broadband service into non-urban markets due to low rates of return February 21, 2011 CIRBN

coordinated the development of the grant identified most of the co-location sites secured agreement with State of Illinois to receive funds from CMS as a sub-recipient of grant hired staff to manage the implementation of CIRBN hired an A&E firm to conduct environmental assessment, confirm physical design and prepare construction bid materials February 21, 2011 CIRBN

23 Executing the Grant What is ISU working on now?
seeking additional partners and co-location sites finalizing a partner agreement that will formalize a partners financial contribution and when the cash match will be invoiced, that explicitly define facilities in scope and that defines terms of the agreement working with the A&E firm on the physical network design working with legal resources to identify easements and to prepare the LLC application February 21, 2011 CIRBN

we have secured partners for most of the facilities that were identified in the original IBOP EC proposal but still need to secure partners for the remaining sites and potentially seek additional partners for an expanded site list we have identified co-location sites for most of the communities but still need to secure the remaining sites February 21, 2011 CIRBN

need assistance in reaching out to potential new partners need assistance in securing easements and Right of Ways February 21, 2011 CIRBN

26 Delivering Service LLC (Limited Liability Company)
will assume operational responsibility for CIRBN on 8/1/13 all assets procured during grant will be transferred to LLC governing board consisting of approximately 10 people representing the various types of organizations February 21, 2011 CIRBN

27 Delivering Service testing operational
service will become partially operational but unsupported during the last year of the grant no monthly recurring fees will be assessed during this time operational service will become fully operational and supported on 8/1/13 monthly recurring fees will begin being assessed February 21, 2011 CIRBN

28 Delivering Service What will it cost an organization for service?
each facility will receive 1Gb/s connection (650 times greater than the average level of service currently available!) cost of service per organization is based upon $5 per month per FTE (full-time equivalent) employee count per facility that will be served February 21, 2011 CIRBN
