1 Economy Report - Canada
Asia-Pacific Legal Metrology Forum 23rd Meeting – November 2016 Tokyo, Japan Economy Report - Canada

2 Key activities for 2015/16 - Update
Implementation of Legislative and regulatory amendments. established mandatory inspections in eight sectors of the marketplace: retail petroleum, retail food, dairy, downstream petroleum, fishing, forestry, grain and field crops, and mining. Pilot Project for Administrative Monetary Penalties.

3 Key activities for 2015/16 Authorized Service Providers:
As of August 31, 2016, there were 223 organizations authorized to perform inspections of mass, volume, electricity and natural gas measuring devices on behalf of Measurement Canada

4 Key activities for 2015/16 Online Reporting Application for Inspection Activities (ORA): web-based application to report the results of scale, gas pump and other measuring device inspections Enables uploading of inspection data directly from the authorized service provider’s data base to ORA The application automatically issues a Device Examination Certificate to device owners via outlining the results of their inspection and indicating if corrective action is required. Data reported through ORA is transferred to Measurement Canada’s inspection results database

5 Key activities for 2015/16 Approval of Timber Dimensional Measuring Devices (TDMD) first TDMD technology approved for use in Canada in December 2015 log scanning technology has potential to revolutionize timber measurement and improve measurement accuracy Measurement Canada (MC) published the Terms and Condition (T&C) for the Evaluation of Timber Dimension Measuring Devices (TDMD) in the early summer of The first TDMD technology was approved for use in Canada in December 2015.

6 Key activities for 2015/16 OIML Activities: Electricity Meters
TC 12 – R46 Measurement Canada is currently updating existing electricity meters approval certification adapt R-46 requirements and investigate the impact of harmonies on measured values TC-12 will determine how to address the issue of harmonies MC is updating existing electricity meter approval specifications, in part to adapt R 46 requirements, but as well to address various other legal metrology issues. This includes investigating the impact of harmonic content on measured values.

7 Key activities for 2015/16 Emerging Areas:
Electric Vehicle Charging Stations (EVC Stations): approximately 3000 registered chargers in Canada with more installed every day for EVA stations, Measurement Canada’s mandate is restricted to Metered Charging Time Based models EVC – there is a growing trend to invest in clean technology alternatives for consumers. Many of the electric vehicle charging stations being installed are designed with measurement systems involving new technology. Street Lighting - To reduce energy consumption, many cities and municipalities are replacing high intensity discharge street lighting fixtures with solid state luminaires utilizing light emitting diodes (LEDs). The combination LED street lighting and adaptive controls also provide new innovative billing options for the electricity utilities CNG - Measurement Canada is reviewing the suitability of the gravimetric method for performance assessment of higher flow rate capacity CNG dispensers and the feasibility of alternative test methods (e.g. use of an in series master meter).

8 Key activities for 2015/16 Emerging Areas:
LED and adaptive Controls in street lighting: most cities in Canada are charged a flat rate for electricity used for street lights many cities are installing LED lighting to reduce energy consumption some of those LED street lights incorporate meters to measure actual consumption of electricity EVC – there is a growing trend to invest in clean technology alternatives for consumers. 9 Key activities for 2015/16 Emerging Areas:
Compressed Natural Gas (CNG): CNG dispensers used for refueling natural gas, passenger and larger vehicles demand for faster fill times has led to requests for flow meters to be approved up to the maximum flow rate Introduce challenges when using gravimetric method to assess performance MC is looking at alternate test methods (eg. use of in series master meters) environmental and safety concerns key drivers EVC – there is a growing trend to invest in clean technology alternatives for consumers.
