2 Can we disseminate data and information in a better and efficient way?
Geospatial metadata (geographic metadata) is a type of metadata that is applicable to objects that have an explicit or implicit geographic extent Can we disseminate data and information in a better and efficient way?

3 Can we disseminate data and information in a better and efficient way?
Metadata is analogous to product labeling. Title? < V8 > Time Period? < ‘use by’ date > Sources? < ingredients > File Size? < container size (64 oz.) > Author? < Campbell Soup Company > Abstract? < 100% vegetable juice > Supplemental Information? < green banner reads ‘New…lower in sodium’ > Can we disseminate data and information in a better and efficient way? Source:

4 Can we disseminate data and information in a better and efficient way?
Metadata should be considered a key component of the data. A map/image/dbase is an abstraction of some real world phenomena. It abstracts one perspective of the phenomena that is represented by: a graphic that abstracts the image of our interest and/or a database that abstracts the information (attributes) of our interest Consider the metadata as an abstraction of the map/image/dbase that provides the critical ‘context’ component why was the map/image/dbase created/abstracted? how was the map/image/dbase created/abstracted? what do the attribute abstractions (labels) mean? how can I access the map/image/dbase? Both content and context are critical components of the data. Can we disseminate data and information in a better and efficient way? Source:

6 why metadata ????? 1) Access 2) Interoperability 3) Management
4) Rights 5) Preservation Can we disseminate data and information in a better and efficient way?

7 1) Access Can we disseminate data and information in a better and efficient way? Source: The story of data on the environment

8 2) Interoperability “the ability of two or more systems or components to exchange information and to use the information that has been exchanged” What is interoperability? it is the capacity to facilitate integration, just like 2 pieces of a puzzle - Read definition

9 2) Interoperability Standards Single Collection
over 21’000 International Standards (ISO, 2017) A metadata standard is a requirement which is intended to establish a common understanding of the meaning of the data (Wikipedia) The ISO 19115:2003 Geographic information -- Metadata standard defines how to describe geographical information and associated services Single What is interoperability? it is the capacity to facilitate integration, just like 2 pieces of a puzzle - Read definition Metadata Catalog Services for the Web (CS-W) It supports the ability to publish and search collections of metadata for data, services, and related information objects Collection

10 3) Management Manages the organization of data storage. Can we disseminate data and information in a better and efficient way?

11 4) Rights Manages and protects the rights
Because the use of a metadata catalog don’t gives directly the access to the spatial data, it is easy to list the various ways to obtain them. Moreover, if the rights of use are applicable, they may also be indicated in the metadata. A license is a contract whereby the copyright holder sets with the other party the conditions under which his data can be: used, shared, modified Use Limitations field In metadata usually contains information about license - An interoperable system has several facets: - Of course technical - semantic (même terminologie) - legal - and human: this is the reason why we are here today: to train, to exchange, to collaborate, … Source:

12 5) Preservation Any idea ???? Poubelle!!
- An interoperable system has several facets: - Of course technical - semantic (même terminologie) - legal - and human: this is the reason why we are here today: to train, to exchange, to collaborate, …

13 Overview

14 Can we disseminate data and information in a better and efficient way?
Metadata is a vital tool for management of spatial data and plays a key role in any spatial data infrastructure (SDI) initiative Can we disseminate data and information in a better and efficient way?

15 FACTORS FACILITATING INTEROPERABILITY
Metadata Standards “ Reference documents that define characteristics and provide technical specifications to ensure interoperability between various components” There are several factors to facilitate interoperability but the most important one = STANDARDS Geographic metadata standards: Dublin Core, FGDC ISO 19115/19139 (including INSPIRE)

16 five main metadata sections
ISO 19115: five main metadata sections Source: - An interoperable system has several facets: - Of course technical - semantic (même terminologie) - legal - and human: this is the reason why we are here today: to train, to exchange, to collaborate, … The ISO Standard defines an extensive set of metadata elements; (typically only a subset of the full number of elements is used).

17 The ISO19115-19139 standards seem to confuse many people
The ISO standards seem to confuse many people. There is only one (1!) metadata standard for geographic data, and that is the ISO metadata standard. It was decided (by ISO TC211) to develop a specific implementation standard, called ISO This standard would have the form of a metadata scheme (an XSD document). The schema can be used to validate the structure of an ISO document - An interoperable system has several facets: - Of course technical - semantic (même terminologie) - legal - and human: this is the reason why we are here today: to train, to exchange, to collaborate, …

18 …Or use Template standards make it possible to consider data as a shared resources, that can be useful in several domains and for various communities

19 Much more than a simple metadata catalog…..
GeoNetwork OpenSource is a standard based and decentralized spatial information management system, It is designed to enable access and exchange to geo-referenced databases and cartographic products from a variety of data providers through descriptive metadata. - Cooperation is an essential element influenced by political and organizational factors In this aspect it is very important to engage efficiently all the stakeholders through a participatory approach in order to understand: Nature of interactions Motivations Needs Capacities we must not impose as there would be resistance, but compose with them stakeholderswill cooperate only if this addresses their own needs or mandate and if resources (human, financial) are sufficient

20 The key element to implement a successful SDI is that people and institutions work together
Necessity to find the right balance between too easy (=> too few benefits, not enough integration) and too complicated (=> difficult to implement, too expensive)

21 Main Features 1) Instant search on local and distributed geospatial catalogues 2) Uploading and downloading of data, documents, PDF’s and any other content 3) An interactive Web map viewer that combines Web Map Services from distributed servers around the world 4) Online map layout generation and export in PDF format 5) Online editing of metadata with a powerful template system 6) Scheduled harvesting and synchronization of metadata between distributed catalogues 7) Groups and users management 8) Fine grained access control - Cooperation is an essential element influenced by political and organizational factors In this aspect it is very important to engage efficiently all the stakeholders through a participatory approach in order to understand: Nature of interactions Motivations Needs Capacities we must not impose as there would be resistance, but compose with them stakeholderswill cooperate only if this addresses their own needs or mandate and if resources (human, financial) are sufficient
