Main objective Presentation of the guide Target countries and progress Part 2 – Discussion Informal presentation of national context from participants Feedback on the guide and the plan Evaluation of planning concepts: making the pieces fit Next steps: where to go with the plan? Part 3 – National Development Plans (NDPs) Q/A on specific aspects of each NDP Planning for a national data service: challenges and strategies

3 Part 1 – Introduction to task 3.3
Planning for a national data service: challenges and strategies

4 Task 3.3 within the CESSDA SaW project
Work Project 3 – Strengthening and widening through planning and engagement Task 3.3 – National development plans for data services in the European Research Area Planning for a national data service: challenges and strategies

5 Task 3.3 – Main objective The goal of task 3.3 is to create individual national development plans (NDP) for new and aspiring data services. Writing a NDP should help the country teams to: Develop a concept for a future national data service; Evaluate this concept in relation to the national context; Organise follow-up actions based on resources and challenges; and Establish a national data service. Creation of a generic guide to assist interesting actors in developing a plan for establishing a national data service for the social sciences in their country Creation of an executive summary Creation of national development plans Publication of the “media packs”, abbreviated versions of the development plans  Communication based on Task 3.3 outputs, dissemination to the media/ministries Planning for a national data service: challenges and strategies

6 Guide for Developing National Data Service Plans
Main sections of the guide: 1. General features of the data service Development of a concept 2. Description of resources and challenges Evaluation of the concept 3. Concrete planning for the data service Going further Planning for a national data service: challenges and strategies

7 Guide for Developing National Data Service Plans
1. General features of the data service Development of a concept 1.1. Definition of organisation 1.2. Scope of collection 1.3. Services and activities 1.4. Beneficiaries 1.5. Governance structure 1.6. Financing schemes 1.7. Mission Creation of a generic guide to assist interesting actors in developing a plan for establishing a national data service for the social sciences in their country Creation of an executive summary Creation of national development plans Publication of the “media packs”, abbreviated versions of the development plans  Communication based on Task 3.3 outputs, dissemination to the media/ministries This first section should help to: Define the general desired features of the data service; Elaborate a clear mission statement for communicating. Planning for a national data service: challenges and strategies

8 Guide for Developing National Data Service Plans
2. Description of resources and challenges Evaluation of the concept 2.1. Host institution of the future data service 2.2. Human resources and internal structure 2.3. Partner support and cooperation 2.4. Specific local resources and challenges Creation of a generic guide to assist interesting actors in developing a plan for establishing a national data service for the social sciences in their country Creation of an executive summary Creation of national development plans Publication of the “media packs”, abbreviated versions of the development plans  Communication based on Task 3.3 outputs, dissemination to the media/ministries This second section should help to: Consider how the concept outlined in section 1 can be implemented in practice, taking into consideration the national setting and circumstances; Argue for the choices made in relation to the assessment of the setting; Review and revise section 1 according to the assessment of the context. Planning for a national data service: challenges and strategies

9 Guide for Developing National Data Service Plans
3. Concrete planning for the data service Going further 3.1. Establishment plan (before day 1) 3.2. Operational plan (after day 1) Creation of a generic guide to assist interesting actors in developing a plan for establishing a national data service for the social sciences in their country Creation of an executive summary Creation of national development plans Publication of the “media packs”, abbreviated versions of the development plans  Communication based on Task 3.3 outputs, dissemination to the media/ministries This third section is not compulsory for the NDP. Completing it should help to: Define a calendar with specific and concrete actions in order to establish the data service. Planning for a national data service: challenges and strategies

11 Part 2 – Discussion Planning for a national data service: challenges and strategies

12 Discussion 1. National contexts
Explain your national context and reasons for doing a plan: Is there any existing infrastructure that might be employed for a new national data service? How are open data and data sharing viewed in the social sciences in your country? Are there any government initiatives to support research infrastructure and data sharing in your country? Planning for a national data service: challenges and strategies

13 Discussion 2. Feedback on the guide and the plan
For those who have started or completed their plan, could you describe your experience? What works? Where were the more difficult parts? Do you have any suggestions for improving the guide and/or the plan? Planning for a national data service: challenges and strategies

14 Discussion 3. Evaluation of the concept: making the pieces fit
How to organise a service in a specific context? Which institutions could play a role in the establishment of a national data service? Which institutions could be involved in the running of a data service, either as funder, partner, or stakeholder? How can the notion of a data service become recognised and supported by key players? How to balance service goals and available resources? Planning for a national data service: challenges and strategies

15 Discussion 4. Next steps: where to go with the plan?
Discuss ways to benefit from the plan, to get the maximum value from it: Which next actions could be organised based on the resources and challenges? Who should the plan be presented to and in what way? Planning for a national data service: challenges and strategies

16 Part 3 – Q/A on specifc aspects of your NDP
