2 Working Group for Capacity Building and Data Democracy (WGCapD)
Raise awareness of the value of EO data products and services to user communities, including Support to locate and access data, products, and tools Targeted training workshops Support CEOS initiatives and help WGs and VCs undertake their own capacity building initiatives E.g. guidance on best practices Collaborate with GEO, UNOOSA, and other UN agencies Bring out the benefits of EO tools and services Help to collect, coordinate, and synergize capacity building resources Provide expertise to support their efforts in workshops, symposia, and conferences

2016 – 2017 Progress to Date Raise awareness of the value of EO data products and services to user communities SRTM-30m and SAR training workshops in AfriGEOSS, AmeriGEOSS, and Asia Oceania GEOSS regions Support CEOS initiatives and helps WGs and VCs undertake their own capacity building initiatives Identified on-line and hands on training in EO best practices at each agency Draft document available by end of 2017 Collaborate with GEO, UNOOSA, and other UN agencies Contributed SAR expertise to 2016 AmeriGEOSS Week training Collaborated with UNOOSA on SAR trainings Provided training resources to GEOCAB, a system to collect capacity building resources

Through European Commission Framework Program 7 (EC-FP7) investment, GEOCAB was developed GEOCAB objectives Provide information that helps users become more familiar with EO applications and opportunities Users: decision makers, policy makers, EO professionals and scientists Make freely accessible through the resource facility Capacity Building resource: Any element of interest that can help the development of knowledge (capacity building) in the field of Earth Observation Example elements: human, organizational, IT-related, methodological, technical, promotion, best practice

6 GEOCAB Portal Cooperation
Partners have signed MoU for continued maintenance of the Portal UNIGE, IRD, CRASTE-LF, CNR, AUTH, ITC, HPC Support from GEO Secretariat and CEOS WGCapD Cooperation concerns the GEO capacity building resource facility (GEOCAB): Technical hosting of GEOCAB will be provided by IRD Coordination for maintenance, operation and quality control of GEOCAB will be provided by IRD Inputs, updates and checking and validation of inputs by third parties will be provided by all signatories of this Memorandum

7 GEOCAB Portal Updates Automatic user registration available: The old user account of geonetcab.mdweb-project.org are always available. Manage metadata: new edition tool new dashboard to  manage your metadata new dashboard for moderator and administrators to manage the metadata of a user group (e.g. EOPOWER, GEO point of contact group,....) System of notification to inform administrator and moderator about edition activities (validation and publication of new metadata sheet, for example)

8 GEOCAB Portal Goals to Move Forward
Maintain availability of registered resources Continue seeking contributions to the portal Build awareness of the available resources in the portal Track usage and key areas of major interest by users Improve categorization and search capability of resources Develop the concept of a Capacity Building System of Systems

Challenges with GEOCAB Requires each Agency to fill out extensive metadata and load resources, a task that nominally has been done already at the individual Agency level Only CEOS CapD collection is via consistent use of a tag Brokered approaches have been discussed by GEOCAB, but funds are lacking In recent test, links are broken and the site doesn’t appear to be actively maintained Approach CapD is taking in the near-term: Post training resources on INPE’s wiki Post best practices document when ready on CapD site, INPE’s wiki, GEOCAB

10 CGMS VLab & WMO Global Campus Offer Other Models
Vlab Calendar of Events provides upcoming trainings by region and topic with link to more information WMO Global Campus under development plans to use the same calendaring approach Not all training materials available on line Advantage of trainings in multiple languages

What does each Agency in CapD do now? NASA ARSET: Post resources and recordings on website DLR Trainings identified on project websites SAREDU has a centralized portal for SAR Training material ISRO: Working towards a knowledge portal open to the public INPE: Training materials and recordings posted on INPE wiki SANSA: Working towards publishing training suite on line USGS: Trainings identified on project websites ESA: Webpage where announce training has materials afterwards GEOGLAM: drop box for participants CapD: some agencies post on GEOCAB; took action to post CapD training materials to INPE Wiki

What could CapD be doing in the future & can WGISS help? Collection of single Agency resources discoverable at each Agency’s storage location CapD collection housed together and discoverable User interface tailored for each end user class Users: decision makers, policy makers, EO professionals and scientists Use cases and trainings available by GEO region, national, sub-national scales Use cases and trainings available by GEO societal benefit area

What could CapD be doing to help WGISS?
