PROTECTED COMMUNICATION
You Are Not restricted to Only using your Unit/Company EOR. Use the EOR YOU feel comfortable approaching. Commanders CANNOT Prevent you from talking to the EOA or any EOR. All information is Protected Communication. “Marines and Sailors can ask/speak to ANY EOR/EOA they want to speak to however all Formal EO/Hazing Complaints must be routed through your EOA” ***Your Commander/1stSgt/SgtMaj or Chain of Authority can’t prevent you from asking questions.*** ***All EO info is Protected Communication- not Confidential*** ***Define***

SEXUAL HARASSMENT A form of discrimination that involves unwelcome sexual advances, requests for sexual favors, and verbal or PHYSICAL conduct of a sexual nature WHEN: Submission to conduct, or rejection of conduct results in terms or condition of a person’s job or career or employment decisions. Nonverbal: Looking up and down a person’s body; derogatory gestures, continually following someone. GREEN ZONE GO Handshake Military appearance Polite compliment
Friendly pat on the back ***Green means "go" on a traffic light and these behaviors are not sexual harassment and can continue. Examples include: touching which could not reasonably be perceived to be sexual, such as a professional handshake or a friendly pat on the shoulder; counseling on military appearance or conduct; social interaction; showing concern or encouragement in a reasonable manner; a polite compliment; or friendly conversation.*** ***Green zone behaviors: A male platoon sergeant counsels a single female LCpl on using protection if she is going to be sexually active. A female Cpl is told to go home and change when she shows up for a command function in inappropriate clothing. A female Lt tells a male sgt to limit phone calls from his girlfriend during working hours to emergencies only. A male Col pats a female Capt on the back in congratulations for receiving an award or tells her she looks sharp in uniform***

***Yellow means "caution" and these are behaviors which
YELLOW ZONE Caution Cat calling Lewd or sexual comments Unsolicited written comments Leering Lingering touch / touching Sex jokes ***Yellow means "caution" and these are behaviors which many people would find unacceptable particularly if repeated and especially after the offender has been told the behavior is unwelcome. For example violating personal space; cat calls or whistling; questions about personal life; lewd or sexually suggestive comments; suggestive posters or calendars; off-color jokes; leering or staring; repeated requests for dates; foul language; unwanted letters; and sexually suggestive touching*** ***Yellow zone behaviors: A male Cpl asks a female co-worker about her sex life the co-worker tells the Cpl his questions are unwelcome but he continues to ask. A Female Lt massages the shoulders of a male Sgt while he works on a project at the computer, he tries to shrug her off, but the Lt laughs and doesn’t take the hint. The Marines in the motor pool have always talked/joked about sex while they work but a female PFC checks in and tells her supervisor the sex talk makes her uncomfortable; the supervisor tells her to lighten up and the talk continues***

RED ZONE Stop Sexual favors = rewards Explicit pictures Stalking
Obscene letters Explicit sexual conversations ***Red means "stop" and these behaviors are always sexual harassment. Examples include: making sexual favors a condition for employment rewards; threats if sexual favors are not provided; sexually explicit pictures/remarks; using status to request dates; unwanted attempts to stroke, fondle, or kiss a person; or obscene letters or comments.*** ***Red zone behaviors: The Male S-1 chief propositions young enlisted women in the command and tells them he has something on them like a DUI. A group of young male Marines surround a female LCpl at the chow hall and won’t let her leave. A male GySgt tells a female GySgt that he had a dream about her and describes it to her in explicit detail. While TAD, a female Maj with connections at HQMC invites a Male SSgt to her room after a few drinks at the bar telling him with a wink maybe they can work out something to get him the special assignment he wants.***

DEFINITION OF HAZING Any conduct whereby a military member or members….without proper authority causes another….to suffer or be exposed to an activity which is cruel, abusive, humiliating, oppressive, demeaning, or harmful. Soliciting or coercing another to perpetrate any such activity is also considered hazing. Hazing need not involve physical contact among or between military members; it can be verbal or psychological in nature….. “What does this mean to you and or can you give me an example?” “Normally Marines/Sailors think of Hazing as a Right of Passage, Initiation, or Congratulatory Act, well this new definition defines it differently.” ***Instead of finding or giving examples of Hazing attempt to focus on treating all with Dignity & Respect or you may go down a Rabbit Hole***

HAZING PROCEDURES The Equal Opportunity and Diversity Management Branch (MPE), MP Div, will serve as the central repository for all reported cases of hazing. MCO B (Hazing Order published 20 May 2013) All Commanders will 1st Report then Investigate ALL Allegations of hazing in accordance with: JAGINST F (JAGMAN) MCO (OPREP/SIR) MCO P5354.1D w/Ch 1 (EO Manual) ***Explain and familiarize yourself with MPE.*** ***Explain the importance of ALL fully understanding the previous definition of HAZING and ensure the Student understands that ALL ALLEGATIONS WILL BE INVESTIGATED*** ***Explain, that the reporting of Hazing is done in” accordance with OPREP/SIR and EO Manual***

“Explain Hazing Reporting timeline”.
REPORTING PROCESS WHEN AN INCIDENT OF HAZING IS REPORTED THE COMMAND HAS 30 MINS TO CALL HQMC (MCOC). WITHIN 6 HOURS THE COMMAND IS REQUIRED TO SEND A NAVAL MESSAGE TO HQMC DETAILING THE ALLEGATION OF SUSPECTED HAZING. WITHIN 72 HOURS THE COMMAND IS REQUIRED TO SEND A DISCRIMINATION AND SEXUAL HARASSMENT (DASH) REPORT & A PRELIMINARY INVESTIGATION WILL START ASAP. “Explain Hazing Reporting timeline”.
