4 Project Objective Provide regional treated water supply system for:
Russell Rossburn Binscarth Improved supply and treatment Compliance with legislation Minimize maintenance/operation costs Plan for future growth

5 Legislation The Drinking Water Safety Act
Drinking Water Safety Regulation Operating licences Sampling and reporting Construction and alteration permits Drinking Water Quality Standards Regulation Bacteria, chemistry and physical limits Corrective actions

6 Legislation (cont’d) Environment Act Water Rights Act
Guidelines for Canadian Drinking Water Quality (GCDWQ) Heath Canada Limits for health risks and aesthetic objectives Environment Act Licensing Water and Wastewater Operators Regulation Water Rights Act Allocation of available water

7 Current Water Systems

8 Russell Water System 1955 WTP and expanded in 1964
Two aging wells 4 miles east replaced in 2015 with two high capacity wells. Treatment – lime-soda ash & gravity filtration Issues Old plant Treatment capacity

9 Russell Wells

10 Binscarth Water System
1965 WTP upgraded in 1980 & 1992 Groundwater Supply Treatment - greensand filtration for iron and manganese removal Issues Older facility High hardness (500 mg/L) High THMs (226 µg/L)

11 Rossburn Water System 1962 WTP upgrades in 2001 Groundwater Supply
Treatment – Greensand filter, Ion Exchange softener & Ultraviolet Disinfection Issues Old Plant Ammonia Sodium Total Dissolved Solids

12 Rossburn Water Quality
Sampled by Office of Drinking Water – June 2014 Parameter Units Raw Water Treated Water GCDWQ Hardness mg/L as CaCO3 436 119 ≤200 Iron mg/L 1.18 0.018 ≤0.3 Manganese 1.00 0.0073 ≤0.05 Total Dissolved Solids 854 992 ≤500 Sodium 103 264 Ammonia* 1.47 0.81 - *Ammonia interferes with disinfection - Resulted in installation of UV disinfection

13 Proposed Regional Water Supply

14 Regional System Concept

15 Future Water Demands Based on 20 Year Projected Peak Day Flows
Russell L/s Binscarth L/s Rossburn L/s 28 L/s Other L/s Total 32 L/s

16 Russell Treatment Process

17 Russell WTP Layout

18 Regional System Benefits
Funding Reduced costs Capital Operation and maintenance Dedicated Plant Operators Reliability (new plant & equipment, generator) Improved Water Quality Regulatory Compliance

19 Government Funding – Regional Systems
Clean Water and Wastewater Fund Government Federal & Provincial Funding 50% Federal 25% Provincial 25% Local Funding secured based on regional concept With current infrastructure deficits, Federal & Provincial government priority is regionalization Stand alone Rossburn WTP not likely to get future funding based on current priorities

20 Project Schedule Project must be completed by March 2018 or Federal Government will remove 50% contribution Design Fall-Winter Tender February - March 2017 Construction Spring 2017 – Spring 2018 Very tight timelines Secured Associated Engineering for design and tendering services

21 How Much Will it Cost?

22 Clean Water & Wastewater Funding
Level of Government Contribution % Amount Federal 50 $6.5 Million Provincial (MWSB) 25 $3.25 Million Municipal TOTAL $13 Million 25 ¢ on the dollar

23 Rossburn Financial Details
Rossburn Pipeline Construction Total Cost estimated at $3,000,000 Federal 50% share estimated $1,500,000 Provincial 25% share estimated $750,000 Rossburn 25% share estimated $750,000 Sources of Funding Rossburn Municipality will contribute $100,000 Rossburn Utility customers $650,000

24 Rossburn Borrowing Amount of Money to be Borrowed, Interest and Terms
The amount of money to be borrowed: Pipeline Cost = $750,000 less $100,000 = $650,000 $650,000 will be borrowed with a maximum interest rate: 5.5% over 20 years

25 Rossburn Payment Options
Proposed method and rate for the Local Improvement Tax Will be on a per parcel basis for 50% of the principal and interest annually Other 50% will be raised, pending Public Utilities Board approval, as a rate rider for utility consumers Payment Options Cash Option: $ onetime payment Finance Option: $ 53.27/user account annual payment for 20 years There will still be a portion that will be charged as a rate rider on each quarterly water bill Pursuant to Section 325 of The Municipal Act, all taxpayers may prepay their portion of the local improvement tax by a date set by Council
