6 Other Guidelines for IEEE WG Meetings
May 2015 doc.: IEEE /0512r0 March 2016 Other Guidelines for IEEE WG Meetings All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. Don’t discuss specific license rates, terms, or conditions. Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. Technical considerations remain primary focus Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. Don’t discuss the status or substance of ongoing or threatened litigation. Don’t be silent if inappropriate topics are discussed … do formally object. See IEEE-SA Standards Board Operations Manual, clause and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. 7 Introduction Purpose Scope Critical Issue Focus March 2016
This group was formed in April of 2010 to improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues Scope The group reviewed new regulatory changes or impending changes affecting and standards Each meeting will focus on the most critical issue at the time Critical Issue Focus Direct impact on IEEE and current and future standards Response/Input deadlines Coordination with IEEE (RR-TAG) Coordination with the Wi-Fi Alliance Rich Kennedy, HP Enterprise

8 Approve the Atlanta Minutes

9 Regulatory Updates Globalstar still under discussion
March 2016 Regulatory Updates Globalstar still under discussion FCC completed Comments and Reply Comments; waiting for next steps NPRM for sharing U-NII-4 band started; testing for coexistence could take the year 600 MHz band reverse auction on schedule for March 29, 2016 Rich Kennedy, HP Enterprise

10 March 2016 MO&O FCC 16-24 Revision of Part 15 of the Commission’s Rules to Permit Unlicensed National Information Infrastructure (U-NII) Devices in the 5 GHz Response to Petitions for Reconsideration Modify the rules to provide a relaxation of the out-of-band emission (OOBE) limits for operation of U-NII-3 ( GHz) band devices Provides an alternative for manufacturers that require additional time to bring their U-NII-3 band devices into compliance with the new out-of-band limits Extend the deadline for certification of U-NII-3 band devices with more than 10dBi antenna gain to March 2, 2017 The deadline for the manufacture, marketing, sale and importation of these devices is extended until March 2, 2018 Extend the deadline for certification of U-NII-3 band devices with 10dBi or less antenna gain to March 2, 2018 The deadline for the manufacture, marketing, sale and importation of devices not meeting the modified out-of-band limits is extended until March 2, 2020 All other provisions from FCC in effect June 2, 2016 Good news for the industry Rich Kennedy, HP Enterprise

11 Month Year doc.: IEEE yy/xxxxr0 March 2016 NPRM FCC 16-23 Amendment of Part 15 of the Commissions Rules for Unlicensed White Space Devices The NPRM proposes rules that would eliminate the professional installer option for fixed white space devices and require that each fixed white space device incorporate a geolocation capability to determine its location Provides options to accommodate fixed white space devices installed where an internal geolocation capability is unable to provide location information Includes modifications to rules regarding white space device registration with white space databases Should we respond? IEEE af was complete in 2013 Rich Kennedy, HP Enterprise John Doe, Some Company

12 ETSI in Process EN 300 328 approved by ERM for start of ENAP
March 2016 ETSI in Process EN approved by ERM for start of ENAP EN still resolving issues; must complete this month to make the ENAP schedule EN (TVWS) in limbo – no rapporteur or pressure to get it done Technical Reports on 5 GHz band sharing TR EESS in the MHz to MHz band TR Radiolocation Systems in the MHz to MHz and MHz to MHz bands TR Road Tolling and Intelligent Transport systems in the MHz to MHz band Rich Kennedy, HP Enterprise

13 Actions Required March 2016
Using the new process, we will determine if there are items in need of action, to bring to the process How do we improve our interactions with Regulators? FCC, CITEL, CEPT, APT, ATU, ASMG, RCC How do we improve our interactions with ITU-R? We cannot do this alone; we must find common ground to work with others We need a simple, clear and concise message Regulators want to find ways to more effectively utilize the spectrum; can we point out some of the basic errors in their data, such as outdated and inaccurate propagation models, clutter calculations, busy time, etc, and propose ways to restudy and update Other IEEE groups may have the similar band sharing issues with inaccurate propagation and building penetration models, e.g. ITU-R Recommendations P.452, P.528, P.619 Creating a position on mmWave spectrum Rich Kennedy, HP Enterprise

14 March 2016 Teleconferences No more teleconferences; will take our weekly timeslot: Thursdays at 12:30pm ET for one hour Details will follow Rich Kennedy, HP Enterprise
