Blaine Introduction – Kathy Booth West Ed, Senior Research Associate The Chancellor's Office has adopted the guided pathways framework as a way to link together various reform efforts in the state, with the goal of ensuring more students are able to secure skills and educational credentials that support social mobility and enable them advance in their careers.

7 Adult Education Programs part I
Adult Basic Education Foundational academic skills, such as reading, writing, and basic mathematics, as well as learning skills and study skills. Includes courses below Low Adult Secondary Education/9th grade level Adult Secondary Education Foundational academic skills and learning/study skills. Includes courses at Low Adult Secondary Education/9th grade level & above, and/or leading to a diploma, GED, or high school equivalency certificate English as 2nd Language Instruction in the English Language to adult non-native English speakers with varied academic, vocational, citizenship, and personal goals Short Term CTE Education and training that prepares adult learners to enter the workforce or improve their occupation or earnings in a a year or less

Adults with Disabilities Mark instructional program = Adults with Disabilities if the participant is enrolled in a specialized program designed specifically for adults with intellectual/ developmental disabilities Workforce Entry/Reentry AEBG defines this program area as populations with systemic barriers to economic success who enroll in CTE programs Pre-Apprenticeship Adult education providers should only enroll students in the pre-apprenticeship instructional program if participants are enrolled in programs that meet DOL Quality Elements criteria Adults/K12 Success AEBG defines this program as providing education and training to adults, typically parents and-or community members, to help school-aged children succeed in school.

Blaine Consortium Effectiveness For the purposes of evaluating consortium effectiveness for the 2017–18 funding year, the CDE and CCCCO have established the following indicators of compliance: Evaluation Funding Governance & Collaboration Membership Planning Reporting

11 Review 16-17 Accomplishments Steering Committee
Jill/Lisa Review Accomplishments Steering Committee Roseville Adult School/Sierra College first bridge class and pathway to Sierra College.  A model we hope to explore with other areas. Started with RAS in the fall and added PSA students in spring (25 began/20 completed) Instructors developed curriculum that would bridge students from lower levels of ESL at the adult school to higher levels at Sierra (alignment) Sierra increased access to student services, especially for evening programs,  by integrating presentations and workshops into the courses from Admissions and Records, Financial Aid, etc. Sierra created the first noncredit ESL class to continue the pathway to college this spring – 2 sections, 43 students completed More work is being done at the College to extend the pathway into higher levels and into credit courses

Lisa Accomplishments continued… Roseville Adult School Student Success Story A couple who were refugees from Iraq Dentists  They came to take ESL classes so that they could pass their boards and be able to work here as dentists.  The husband just passed after being in our classes for 6 months

Bill Accomplishments continued… Placer School for Adults Launch of new Career Center A new Career Center in a new location for PSA. It is on a main thoroughfare in Auburn, with very easy access, and very visible for the general public to find. Incorporated many partner agencies, who assist in delivering classes in our Career Center. We served 1,047 in , and were only fully operating for one semester. Free Career and Transitional Counseling and the results are more people getting jobs.

Todd Accomplishments continued… Tahoe-Truckee Unified has added the key Adult Education component of Short-term Career Technical Education (CTE) programs that focus on College & Career Readiness that focus on industry-specific skills or certifications, certified apprenticeships, workforce re-entry, or integrate workforce preparation and literacy in order to gain entry level access to high-skill, high-wage, or high-need industry or post-secondary programs. Their programs offered are the following: Automotive Technician: Levels I-IV Computers:  Introductory, Intermediate, and Advanced Job Application & Interviewing 21st Century Skills Coding:  Google Blockly Coding: JavaScript Pathway to Citizenship NCCER Modules 1st Aid CPR & AED Certification for Adult, Child, & Infants Coding: Arduino Translation & Interpretation CAD/CAM I: Laser/Router CAD/CAM II: Plasma Cutter Welding

Todd Annual Plan Collaboration Session Gaps in Service: Through outreach and bridge programs, WHAT entry points can be developed so that all adult learners have access to entry or re-entry into the workforce or college/career certification programs? Seamless Transitions: What programs can industry, post-secondary, and community partners collaborate together to develop in order to scaffold adult learner access to academic and career pathways? Student Acceleration: What programs can be developed in order to train and provide access to (in less than a year) high-need, high-pay, or high-skill jobs in our region? Professional Development: What are the professional development needs of adult education faculty, support staff, and our partners and how can we provide that PD for them? Leveraging Resources: Which community, industry, and post-secondary partners would you recommend we partner with for the purpose of aligning adult education programs with the industry and post-secondary programs?
