2017 CalRecycle Organics Diversion Grant Application Resource Recovery Yard Compost Facility

2 AB 1613, signed in September, 2016, appropriated $40 million in greenhouse gas reduction funds to CalRecycle for investments in waste diversion and greenhouse gas reduction.

3 CalRecycle Organics Grant Program (FY2016-2017)
The purpose of this competitive grant program is to lower overall greenhouse gas emissions by expanding existing capacity or establishing new facilities in California to reduce the amount of California-generated green materials, food materials, and/or Alternative Daily Cover being sent to landfills. Eligible Projects Include: Construction, renovation, or expansion of facilities to increase in-state infrastructure for the digestion or composting of organics into compost, soil amendments, biofuels, or bioenergy.

4 CalRecycle Organics Grant Program (FY2016-2017)
Project must result in an increase in tons of material diverted from landfills beyond what UC Santa Cruz is already diverting. (We are already diverting all dining hall food scrap and all greenwaste generated on campus) Maximum award per project: $2,400,000 in requested infrastructure costs and $600,000 in performance payments.

6 Targeting post-consumer compostables
Newly diverted material source: Compostable packaging and tableware, paper towels, food scrap, soiled paper and cardboard.

7 Campus Material Distribution
Diversion of all compostable materials from the landfill stream would increase campus diversion by 12%. Achieving Zero Waste is not possible without diverting compostable materials from the landfill stream.

8 Challenges: There are no known external options for diversion of “post consumer” compostable material in the quantity required. We are currently delivering 55 tons per year to the Monterey Regional Waste Management Facility in Marina (a 70 mile round trip), and a recent communication confirmed this facility cannot accept any additional “post consumer” material.

16 Current Grant / Project Schedule
Grant submission: March 9, 2017 Resolution Letter of Commitment: March 30,2017 Grant Award: August 2017 Acquire compost collection bins and begin construction documents: September 2017 Phase in separation of new compostables from landfill stream: April 2018 Acquire horizontal grinder for pre-processing compostables: April 2018 Temporary hauling of new compostables to Marina by grinding with food scrap. Award construction bid: October 2018 Acquire DTE Envirodrum in vessel compost equipment and trammel screen Completion of construction: October 2019 Transition of new compostables, kitchen food scrap, and greenwaste composting to UCSC facility: October 2019

17 Project Details Grant Capital Request: $2.4M
Grant Performance Payments – up to $600,000. Current assumption – 680 new tons diverted during grant cycle (Q to Q3 2020) to meet performance payment. Project budget still being determined. Storm water regulations being reviewed to determine scope required.
