3 MISSION Provide FREE support to civil authorities with Chemical, Biological, Radiological, and Nuclear (CBRN – WMD) incidents or Natural/Manmade Disasters to: IDENTIFY – detect, characterize, and monitor unknown hazards ASSESS – prior to, during, and after an incident through deliberate crisis action planning/execution ADVISE – the Incident Commander on response measures, mitigating hazards, and resource management ASSIST – by utilizing our specialized skills & capabilities

4 Key Characteristics 22 Full-time Guardsmen - on scene within a few hours Most robust RAD detection and Chem/Bio detection equipment in the state (calibrated and ongoing weekly training) Commander requests additional NG/DoD assets needed on scene HAZMAT TECHs, confined space certified, ropes, patient evac,… Able to cross train/work with local agencies in a supportive role (ICS trained) Able to send out small teams (mobile lab, communications, “meter swingers”,…) to assist with missions as needed Use the 12 step FBI sampling protocol Detection equipment can be placed to monitor threats with remote notification

Sophisticated Reach-Back System (DTRA – Defense Threat reduction Agency) – assist IC/RRTs with Modeling Some missions require members to be armed and in civilian clothes Partners: FEMA/FBI/SBI/Secret Service/SWAT/Fire/U.S. Marshalls/ Police/Highway Patrol/… All down range operations are photographed and hazards are mitigated whenever possible Assist with conducting, participating in, or paying for EM partner’s training Conduct “sweeps” before events to ensure no hazards were placed and monitor entrances during events Can stay in Hotzone 2-3 hours (special SCBA) and can stay on scene up to 72 hours with follow on team (SC/VA/GA/TN standby) Call us if you want to ask a question about anything

17 Conclusion The 42nd CST is the fastest deploying unit within the North Carolina National Guard. It exists to support the First Responder/Law Enforcement Community within the State whenever needed for WMD or HazMat events at no cost. It’s state-of-the-art equipment and highly trained personnel give the Incident Commander a comprehensive capability to deal with CBRNE events occurring within their community.
