MANCHESTER MASTER PLAN COMMITTEE CHARGE
Serve in an advisory capacity to the Board of Selectmen and other boards to create a long‐term strategic plan that articulates town priorities and provides a thoughtful examination of options, opportunities, and tradeoffs.
In response to the strategic priorities, prepare the Master Plan as specified in MGL Ch 81D in consultation with the Planning Board.
Make recommendations to align identified town priorities with such matters as:
New or amended Bylaws, as needed
New or modified Policies, as needed
Provisioning of town services via strategic plan/priorities
Possible changes to operational and capital spending and budget allocations.
Impacts of future initiatives on the tax structure of the Town.
Ensure public engagement and dialogue inform the Master Plan to create both a land use plan and a solid foundation for public policies and spending priorities.
Inform the Planning Board, Board of Selectman, Town Planner and Town Administrator with appropriate and timely information on activities on a monthly basis.

WHO ARE WE?

The Board of Selectman and Planning Board have appointed a committee to engage the public in a planning process. The goal is to engage the community and build consensus around a vision for the town, choices about priorities for action and a comprehensive strategy that will guide the future direction of Manchester. This plan will help inform our priorities on how we spend taxpayer money to provide services and support the kind of community we want to live in. It will address land­ use, housing, historic preservation, transportation, economic development, public facilities/services, open space/recreation and sustainability.

MISSION
The mission of the MPC is to create a comprehensive strategic plan by engaging the community to identify goals, and designing a strategy to reach them. It will set priorities and recommend consistent policies, actions and initiatives to meet those goals. We want to create a foundational plan that is actionable and specific enough to allow townspeople to monitor its implementation by town government over the next decade. That means we will broadly communicate our results to the town and
specify a process to ensure that town boards reference this document as they make decisions over the next decade.
