Knowing "what to do" is a critical first step but is rendered useless without hands-on practical experience actually flying recoveries. Additionally, “knowing” and “doing” must be combined with an engrained pilot skill-set that can be drawn upon immediately and accurately by the pilot in an emergency situation. An airline needs a core group of UPRT subject matter experts within the training department who have attended a Train-the-Trainer UPRT course and are capable of delivering comprehensive UPRT to the line pilots and/or they must be prepared to train other simulator instructors in the proper delivery of UPRT to the line pilots. PROVIDER The selected training provider for Upset Recovery Training must provide training in a manner that compliments training being accomplished during simulator training. Additionally, the provider must have a professional curriculum and expert instructors that will ensure the skills being taught are directly transferable to the client’s aircraft. The provider needs experience at delivering airline quality train-the-trainer courses to help airlines develop industry-compliant UPRT.

11 ICAO UPRT Mandates ICAO amended Annex 6, states that ― An operator shall establish and maintain a ground and flight training programme, approved by the State of the Operator, which ensures that all flight crew members are adequately trained to perform their assigned duties. The training programme shall: …. d) include upset prevention and recovery training; ICAO Doc states that ―Regardless of an individual‘s background, all instructors assigned to provide training in a UPRT program should successfully complete a UPRT instructor qualification training course ICAO has amended Annex 1, Annex 6 and PANS-TRG (Doc 9868) to provide procedures to Civil Aviation Authorities, operators and approved training organizations to: 􏰀  Meet the UPRT requirements for an MPL, contained in Annex 1 􏰀  Provide UPRT recommendations for a CPL(A), contained in Annex 1 􏰀  Meet the requirements for type-rating, contained in Annex 1 􏰀  Meet the requirements for the recurrent training of pilots, contained in Annex 6, Part I, paragraph 9.3 – Flight crew member training programmes. A new Chapter 7 was added in PANS-TRG (Doc 9868) to provide procedures in the delivery of upset prevention and recovery training for aeroplane pilots. This Chapter is supported by the Manual on Aeroplane Upset Prevention and Recovery Training (ICAO Doc 10011). ―Although not obligatory, training organizations engaged in the recurrent assessment and training of flight crew engaged in the operations of large or turbojet aeroplanes in accordance with Annex 6, Part II — International General Aviation — Aeroplanes (Section 3 refers) should also use this information to enhance the scope of their training services being offered Annex 1: Type rating as required by a)[ a) aircraft certificated for operation with a minimum crew of at least two pilots;] The applicant shall have: a) gained, under appropriate supervision, experience in the applicable type of aircraft and/or flight simulator in the following: — normal flight procedures and manoeuvres during all phases of flight; — abnormal and emergency procedures and manoeuvres in the event of failures and malfunctions of equipment, such as engine, systems and airframe; — where applicable, instrument procedures, including instrument approach, missed approach and landing procedures under normal, abnormal and emergency conditions, including simulated engine failure; — for the issue of an aeroplane category type rating, upset prevention and recovery training; and Note 1.— Procedures for upset prevention and recovery training are contained in the Procedures for Air Navigation Services — Training (PANS-TRG, Doc 9868). Note 2.— Guidance on upset prevention and recovery training is contained in the Manual on Aeroplane Upset Prevention and Recovery Training (Doc 10011). Note 3.— The Manual of Criteria for the Qualification of Flight Simulation Training Devices (Doc 9625) provides guidance on the approval of flight simulation training devices for upset prevention and recovery training. Note 4.— The aeroplane upset prevention and recovery training may be integrated in the type rating programme or be conducted immediately after, as an additional module. FAA issues Notice : All pilots operating under part 121 must complete ground training on stall prevention and recovery and upset prevention and recovery during initial, transition, upgrade, and recurrent training‖. Compliance is required no later than 12 March 2019. 13 IATA Guidance Material and Best Practices for the Implementation of UpRT
When starting a UPRT project, operators should first select an individual or a team to be charged with the design and implementation of the program. This team should form the core-group of instructors to setup the UPRT program. The core-group should first acquire UPRT expertise, then design the program, thereafter start UPRT and in parallel train the remaining regular instructors of the operator for that task. The ideal UPRT program involves both, operator training and ATO training. Many operators are connected to ATOs delivering First Officer candidates. IATA recognizes the benefits of operator-ATO partnerships and encourages operators to engage themselves at an early stage of pilot education (ideally in MPL courses) in order to ensure a top-down approach to training and to improve the quality of ab-initio pilot training. The ideal UPRT program structure should therefore be designed as a coordinated effort between the operator and the ATO. It should include consistent on-aeroplane and non-type-specific UPRT of the ATO, and type-specific UPRT of the operator. The overarching aim of UPRT is to develop flight crew resilience (competence and confidence) in prevention and recovery from undesired aircraft states, including upsets.
