3 Context Land tenure security is fundamental to a range of development outcomes. Clear and documented land ownership: Improves economic growth Strengthens natural resource management Protects vulnerable groups Reduces conflict over property rights Assists in change and disaster resilience The City of Cape Town Valuations Department Responsible for valuing all commercial and residential properties in the City. In 2009, the Department implemented the valuation module of the Thomson Reuters Aumentum suite.

4 Assessment of Aumentum in Cape Town: Project Scope
KPMG developed an analytical framework to identify the impact of the installation by the City and undertook a pilot impact study of the use of the Aumentum Valuation module Value of impact study Ability to measure the effectiveness, relevance, and efficiency of a system Enhance Department’s understanding of the system and how it contributes to improving land tenure security Refine future interventions that rely on/provide input to the system Knowledge sharing among the City’s government departments for more efficient citywide planning.

The study looked at the impacts at three key levels: City Departmental Societal The study categorizes the impacts according to the following factors: Attributable Impact: What impact is achieved as a direct result of the City’s use of the module? Contributing Impact: What impact is achieved as a result of the City’s valuation services, indirectly the module, and what impacts can now be measured and monitored as a result? Potential Impact: What enhancements could be made to the system and/or reporting to improve the effectiveness of the system and/or help the City better measure impact?

Objective: Advance accountability and ownership within neighborhoods that had been historically excluded Guide investment to increase access to social and services within vulnerable populations, and to develop their capabilities and potential. Strengthen the social fabric and renew the senses of solidarity and civic engagement Strengthen the participation of the previously excluded communities through consultation and implementation of activities that benefit their local neighborhoods

Key Benefits Community Engagement Inter-governmental Collaboration Innovation Urban Planning Vulnerable communities that have not had attention for twenty years are benefiting from public works projects Consistent in-person visits to TIOS communities has directly impacted government decision makers, generating discussion and openness to prioritize and implement interventions in these neighborhoods Prioritization process has required engagement across government ministries, solutions to procedural bottlenecks and documentation of formalized procedures (e.g. Memorandum of Understanding) which going forward help to streamline procedures and increase knowledge sharing across the 13 departments. TIOS has catalyzed harmonization at an institutional level across various departments Increased focus on planning in TIOS communities has unlocked need for a social mapping project which will capture the full picture of investment in the neighborhoods from government, private and social sectors. The potential to diminish overlap and leverage catalyst funding to maximize the synchronized impact. TIOS has initiated new thinking about how to approach Cali communities. Effort underway to develop ‘NIDOS’ or urban nuclei of comprehensive, coordinated planning Larger scale successful interventions can be used to galvanize future funding and diversify donor base

11 communities engaged 600 interventions prioritized in coordination with local leaders – including parks, lighting, community centers 93% of funding secured has been assigned to interventions 19% poverty rate reduced from 25% to 19%. Extreme poverty down from 5.6% to 3.3% 1.27 1.27 million beneficiaries in the TIOS communities. 62 lowest homicide rate in 20 years. Down from 82/100k to 62/100k 145 community leaders engaged in TIOS activity

15 Summary Two very different interventions. Both used a combination of technology and engagement to achieve significant results for beneficiaries.
