5 About Ham Radio T1A02 The Federal Communications Commission (FCC) makes and enforces all Amateur Radio rules in the United States. 5

6 About Ham Radio T1A01 The Amateur Rules and Regulations very specifically state the basis and purpose of Amateur Radio. One of the important principles is that Amateur Radio is to never compete with commercial radio interests. Part 97.1 of the FCC rules addresses the distinction between Amateur and Commercial radio. As useful and practical as all of the above may seem, only one of the functions listed is compatible with the long-standing stated purposes of Amateur Radio. “Advancing skills in the technical and communications phases of the radio art” is one purpose clearly spelled out in the FCC rules 6

7 About Ham Radio T1A12 Amateur Radio is never to compete with commercial radio services or other entities; amateur radio activities must be without pecuniary interest. Of the four answers, only the last one, “allowing a person to conduct radio experiments and to communicate with other licensed hams around the world” qualifies as a legitimate Amateur Radio activity. T1A05 FCC Part 97.1, clauses (a) through (e) explicitly define the purposes and provisions of Amateur Radio. While many radio amateurs also participate in military and commercial radio communications, these do not fall into the definition of Amateur Radio. Clause (e) directly specifies “enhancing international goodwill” as one of the reasons we exist. And you don’t even need to be an official diplomat to do this! This is a great reason to investigate the international communications capabilities of HF. 7

8 About Ham Radio T1C13 While privileges from beloved but no-longer-issued classes of Amateur Radio licenses have been grandfathered into current license classes, no new Advanced or Novice Class licenses are being issued. Today, the FCC issues only three ham licenses-Technician, General, and Amateur Extra. Incidentally, many new Technicians are unaware of the value of the old Novice privileges they “inherited” from the old system. These old Novice privileges allow worldwide H.F. communications on four valuable shortwave bands. 8

9 About Ham Radio T1C10 Good news! You will not need to wait very long to begin operating with your first Amateur Radio license. As soon as you see your FCC license grant on the Internet, or make a phone call to someone who can read you your new call sign from the FCC database, you are on the air! The paper copy of your license will come in about three to four weeks. If your Volunteer Examination Team and Coordinator file electronically, you should see your license grant within 48 hours of electronic submission. 9

11 About Ham Radio T1C08 Amateur station licenses are granted for a term of 10 years. You will need to renew your license at that time, and renewing will probably be done as an on-line ULS application to the FCC. There is no exam required to renew a valid ham radio license. T1C09 You are not allowed to operate during the 2-year grace period; however, you keep your privileges for 2 years. After that, they are lost for good. So is your call sign. Don’t forget to renew! 11

12 About Ham Radio T1C11 How do active, licensed amateur radio operator let their license expire? They move and don’t inform the FCC of their new mailing address. This could result in the cancellation of the license if mail is returned to the FCC. The FCC has the option of cancelling your license if any mail to you is returned. You would never know this cancellation happened unless someone looks up your call sign, sees that it is expired, and tells you. If your call sign expires at the end of 10 years, VEC groups may send you a reminder to renew, but if your address with the FCC is incorrect, you’ll never receive the notice. Regardless of how your license expires, you are not permitted to transmit until the FCC license database shows that your license has been renewed. No transmitting during the 2-year grace period! 12

14 About Ham Radio T1A10 Your ham station will consist of a radio transmitting device that will be used for amateur communications. This station can go anywhere that you go, and might be mobile, a base, or a handheld set. You also are allowed to choose any authorized frequency on any authorized band on which you have Technician Class operating privileges. You can change the type of radio equipment “apparatus” at any time. 14
