Dear friends and colleagues, On behalf of the Organizing Committee we welcome you to the Annual Scientific Conference with international participation “Psychiatry of the XXI century: problems and innovative solutions” which takes place on April 27-29, 2017 in Kyiv. Annual Conference organized by the Ukrainian Scientific Research Institute of Social and Forensic Psychiatry and Drug Abuse of MoH of Ukraine has traditionally become the largest and most important event in the calendar of psychologists and psychiatrists - experts in the field of mental health from all over Ukraine. The Conference takes place in a time requiring from the entire medical community everyday painstaking work on the implementation of large-scale tasks of reforming the healthcare system of the state. We are confident that the Conference will provide an opportunity to meet together for researchers, scientists, young scientists, postgraduate students, doctoral students, practicing psychiatrists, healthcare managers, social workers, nurses, psychologists for sharing modern information, knowledge, experience and for establishing contacts and cooperation to improve the quality of care for patients and to promote further researches in the field of mental health.

Psychotherapy and psychological correction of mental disorders. Behavioural disorders in children and adolescents: prevention, treatment, promotion of mental health. The problems of persons with mental retardation. Research activities of young scientists in the field of psychiatry. We are pleased to welcome guests from all over Ukraine and foreign guests in Kyiv, which beauty and history fascinates tourists from all over the world. We hope that the interesting scientific program of the Conference, along with communication with colleagues and acquaintance with the beautiful city, will remain in Your memory for a long time. With the greatest respect on behalf of the Organizing Committee and on my own behalf I welcome you to the Annual Scientific Conference with international participation. I want to thank you, my colleagues, scientists and practical physicians who take part in the Conference for your support while fulfilling the strategic objectives set by the state and aimed to reform the mental health sector, for your patience, mercy, new scientific opinion in the performance of your professional duties, for your daily work by which you care about the highest value - human health. Scholars, young researchers, doctoral students, graduate students, psychiatrists, children’s psychiatrists, family doctors, health care organizers, social workers, nurses, psychologists and other specialists working in the field of mental health are invited to participate in the Conference. The world famous experts on mental health will participate in the Conference. The Conference takes place in a time requiring from the entire medical community everyday painstaking work on the implementation of large-scale tasks of reforming the healthcare system of the state. The war in the East has affected many citizens, and the presence of internally displaced persons and members of ATO put additional stress on all the existing services, including mental health. Exactly this enhances efforts to reform the mental health system and implement modern approaches which will help to change the emphasis from inpatient to outpatient community mental health services. All these important for Ukraine issues are going to be discussed at the Conference. The science is a branch that unites people all over the world for centuries, regardless of their national traditions, political beliefs and religious affiliation. We hope that we will be able to put into practice all the important issues that will be discussed during the Conference symposia, while the challenging tasks, joint efforts and commitment to achieve the objective will certainly lead all of us to success. 7 WELCOME ADDRESS I am sure that this conference will help Ukrainian psychiatrists and clinical psychologists to see themselves alongside their numerous foreign colleagues. Even a superficial reading of the titles of the proposed reports convinces: a mournful time, the so-called Soviet psychiatric science, has become a thing of the past forever. We, Ukrainian doctors and psychologists, are no worse than our foreign colleagues, not more stupid, no less educated. There is only one thing that distinguishes us. This difference is in the archaic health care system. But it’s not our fault, here, the direct responsibility of the state. I am, a former political prisoner, happy today. Yes, that’s right, I’m happy to be here, with you. Semyon Gluzman

8 WELCOME ADDRESS Attention Deficit Hyperactivity Disorder (ADHD) is one of the most prevalent disorders of childhood and it persists in a significant number of individuals as they become adults. While the traditionally considered an acute condition, when a chronic disease treatment model with combined medication and psychosocial interventions, can lead to excellent outcomes across the lifespan. Examining the assessment and treatment of ADHD across the lifespan will help prepare psychiatrists for care of these patients and their families in the 21st Century. It is an honor and a privilege to join my colleagues in Kyiv, Ukraine on the occasion of the Ukrainian Annual Psychiatry Conference. The Organizing Committee is wise as it looks ahead to rapid developments in the biological and psychosocial sciences as they will surely bring rapid and substantial change to the practice of psychiatry as move deeper into the 21st Century. Ukrainian mental health is going through turbulent times. The war in the East has affected many citizens and the presence of large numbers of Internally Displaced Persons has put an extra strain on the existing services. At the same time, the political challenges in the country have strengthened the drive to reform mental health care services and to introduce modern approaches that help move away from a highly institutionalized system to community based mental health care services. At this time coming together to discuss these issues is all the more important. The future of Ukrainian psychiatry is on the agenda – and it is my pleasure to invite you to participate in the discussions. Join us in Kyiv! No health without mental health! Robert van Voren

10 WELCOME ADDRESS This year conference in Kiev is showing a wide spectrum of highly relevant topics presented by distinguished international speakers. After a view at the state of the world mental health system the participants will learn about the present state of the the national mental health system in Ukraina, the role of women in maintaining mental health, the results of treating war trauma, the state of the art in treatment of addiction, the issues of gerontopsychiatry, the knowledge transfer from science to practice, conduct disorders in children and adolescents as well as about psychotherapy and psychological correction of mental disorders. Furthermore in different symposia young researchers show an in-depth view at their work with many fascinating facets. In this symposia detailed discussions should be possible and helpful in understanding the state of the psychiatric system in the 21. century. The organizers of the conference did a really great job. It is so great spending time with you. Thank you for the invitation and the opportunity to share with you ideas and exchange information. In the last couple of years I visited Ukraine 6 or 7 times and every time I see things are different and mostly better. Certainly we all wish faster changes and rapid improvements in Ukraine. Well, a slow change to better is better than no change at all. I would like to express my deepest gratitude to Prof. Dr. Irina Pinchuk and Dr. Semyon Gluzman - my old (young) friends and esteemed colleagues.
