Program Description: The Department of the Army, U.S. Army Corps of Engineers (USACE), Engineering and Support Center in Huntsville, Alabama (CEHNC), has a requirement for a broad range of management, policy and technical resources to Army Office of Energy Initiatives (OEI), Air Force Office of Energy Assurance (OEA), and Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA (IE&E)).

Program Background: The Army Office of Energy Initiatives (OEI) and Air Force Office of Energy Assurance (OEA) are the central management offices for the business case development and execution of large-scale renewable energy (RE) projects constructed through private capital investment. OEI is the Army proponent for renewal and alternative energy projects, generating at least 10 megawatts (MW) AC and works closely with installations to support less than 10 MW opportunities that holistically serve to enhance installation energy security and resiliency against a growing number of threats. Note: OEI is also the Army proponent for large-scale (>10 MW) combined heat & power (CHP) generation

Program Background : OEA is the Air Force counterpart to the Army OEI, with similar DoD and Congressional commitments, mandates, goals and authorities. OEA serves as the central management office, or "storefront," for energy security and resiliency projects across the Air Force enterprise. Focused on holistic energy security and resiliency solutions, works in partnership with Air Force installations to understand mission requirements and deliver creative security and resiliency solutions that mitigate 21st century threats to the grid.

9 USACE OEI OEA SUPPORT SERVICES
Requirements: This requirement will provide expertise and experience necessary for creating an effective cadre of program management and support personnel to assist OEI and OEA. Program support requires in-depth technical, engineering, utility, regulatory, Federal and local policy, and business and finance subject matter expertise related to large-scale Renewable Energy (RE) energy projects. It also requires in-depth knowledge of Army organizational relationships, installation operations, policy, acquisition, procurement, environmental laws and regulations, and approval procedures related specifically to DoD execution of large-scale energy projects.
