Changes at the Council – with more to come Coasting definition published by DfE and applied in January; schools have received letters from the Schools Commissioner followed by DfE Adviser visit or no action Ofsted inspections: significant increase in RI and inadequate nationally and locally Our advice to schools remains: to stay in charge of your own destiny, make sure that your school is as good as it can be and be part of something bigger Applications for National Leaders in Governance are being invited New governor handbook, competency framework for governance and clerking competency framework North Lincolnshire Governors’ Conference on 30 September with Emma Knights, Chief Executive of National Governors’ Association, as keynote speaker Online forum for chairs and vice chairs to access S2S website is now available at Best place to live, work, visit and invest Prosperous Connected Well Safe

The framework sets out the competencies needed for effective governance The Governance handbook Academies Financial handbook Existing skills audit tools Existing self-review tools (self review, external review tools) Builds on the eight elements of effective governance (NGA/NCTL Research) Does not apply to: members of Academy Trusts, PRUs, 6th form colleges & further education colleges. Existing skills audit tools (NGA revised 2017: 2 audits one specifically for trustees of MAT’s, and another for governors, trustees and academy committee members of single schools) Eight elements of effective governance – 1. The right people round the table, 2. Understanding role and responsibilities, 3. Good chairing, 4. Professional clerking, 5. Good relationship based on trust, 6. knowing the school – the data, the staff, the parents, the children, the community. 7. committed to asking challenging questions. 8. Confident to have courageous conversations in the interestes of the children and young people.

A Competency Framework for Governance

Managing and developing the board's effectiveness The knowledge, skills and behaviours needed for effective governance in maintained schools, academies and multi-academy trusts. The framework is made up of 16 competencies underpinned by a foundation of important principles and personal attributes. The competencies are grouped under the headings of the six features of effective governance.

All those elected or appointed to boards should fulfil their duties in line with the seven principles of public life (Nolan principles), and be: Committed Confident Curious Challenging Collaborative Critical Creative

A Competency Framework for Governance
Some of the ways in which governing boards may want to use the framework include: informing how they carry out a skills audit informing individual performance review discussions, identifying training needs and/or developing a training and development programme putting together a role specification and determining interview questions for recruiting to the board and/or in selecting or recruiting a chair planning induction for people new to the board supporting a review of the board’s effectiveness and identifying strengths and areas for development demonstrating the key characteristics and expectations of their role to others ensuring the expected behaviours are included in the board’s code of practice.
