2. CHSP (all jurisdictions except Victoria and WA) and HACC (Victoria and WA only) provide basic maintenance and support services for people in the community whose independence is at risk

3. Government Expenditure 2015-16
CHSP - $1.6 billion
HCP - $1.5 billion
DVA - $233 million

4. Funding Arrangements 2018 - 2020
As announced as part of the Federal Budget, funding arrangements for the CHSP have now been extended for an additional two years to 30 June 2020
The Department will negotiate new funding conditions with existing CHSP providers that will deliver more choice for consumers, and a greater focus on supporting independence and wellness from 1 July 2018
The details of the new conditions have not yet been developed by the Department and will be discussed with the sector over the coming months
The changes to conditions will aim to ensure that service delivery is more focused on understanding client strengths and goals, provides increased choice for consumers and a greater focus on pathways and activities to support independence and wellness.
There will also be an increased focus on reablement where appropriate.

5. Stage 2 of Increasing Choice
The Home Care Packages Program provides older people who want to stay at home with access to a range of ongoing personal services, support services and clinical care that help them with their day-to- day activities

6. OPPORTUNITY
Design a new program that will serve the longer term needs of Australia’s ageing population
Promote positive societal attitudes about aged care and encourage individuals and families to proactively plan and prepare for their future care needs
