1 Austroads Data Standard – Adoption Considerations

2 Austroads Data Standard – What is it?

3 Objectives of Data Standard Implementation
Improved net benefit from maintenance activities Improved net benefit from capacity expansion activities Improved ability to leverage heavy vehicle road reform benefits Lower data collection costs Lower operational costs for governments - e.g. training costs Improved ability to leverage new technologies Why Harmonise Staged, incremental benefits Focus on high benefit low cost data items Maintenance related information prioritised Align / rationalise government reporting Architecture to support reporting and benchmarking Harmonisation Approach

4 Benefits – Business Case
Draft Business Case indicating benefits from adoption of the Data Standard BAU – (publish standard only) creates little net benefit Three Implementation options tested. Preferred option (3) involves adoption ‘maintenance’ related subsets and developing tools to share, analyse and collaborate. Tested against ‘possible scenarios’ of future reform – road classification harmonisation, heavy vehicle road reform. Benefits increase with increasing road manager uptake Standard designed to help set up data collection needs for heavy vehicle road reform

5 Stage Adoption Data Standard serves to guide asset management maturity across the sector. Much of the benefits from harmonising small subset of ‘maintenance’ benchmarking related data. Proposing road managers only harmonise portion of subsets currently being collected.

7 Maintenance Benefit Mechanisms

8 Comparing maintenance strategies
A range of factors that influence the magnitude of maintenance costs. For example, adjusting a maintenance strategy might consist of: altering the mix of routine, periodic and rehabilitation works altering the timing of works altering the type of pavement materials The Data Standard enables comparison of maintenance activities across road managers as the Priority Data Set of the Data Standard records data on the timing, nature and reason for maintenance works.

9 Supporting Reform National reform seeking to improve road charges and service standards Involves developing a working model forward looking cost-base Parallel projects also developing information to support heavy vehicle related service standards Data Standard – will describe relevant aspects for charges and service standards

11 Knowledge and Analytical Platform Opportunities

12 Analytical Tools National level analysis Regional level analysis
Shared platforms Ease of reporting opportunities

13 Initial Actions Develop Pilots – road test the subsets
Scope national/regional level knowledge platform and tools Develop standard process documents for data collection Consult on Benchmarking metrics Align Reporting Requirements Develop and maintain the data standard

14 Opportunities for Collaboration
Input into Data Standard working groups on specialist areas Regional / local level pilots utilising priority data sets of the Data Standard Inform project about current reporting requirements advise us on your current reporting requirements opportunities to streamline reporting process
