2 Data management, an increasingly important topic for energy regulators
We are living a technological revolution leading to a huge increase of the volume of data at all the levels of energy value chains Network and infrastructure management Quality of supply monitoring Energy production and storage Smart metering, etc. Regulation has to accompany this change allowing opportunities to happen while properly addressing risks Regulator’s objective: turn data management into a tool serving the efficiency of energy systems CRE has carried out a study to investigate possible options for an efficient data management

3 Regulator’s focus on Governance
Regulators’ concern: ensure efficient collection, storage and use of data Infrastructure operators are at the heart of the system in terms of coordination and interface with stakeholders Need to clarify the responsibilities, in particular by delineating public service and competitive activities Background principles Multi-energy approach Equity of treatment for all consumers (i.e. urban vs rural) Leave open the development of various initiatives: complementarity and innovation Many different organizations are possible with their pros and cons

5 Situation in France Several initiatives have developed: big cities were often the first movers Infrastructure operators started developing their own solutions Gas and electricity TSOs: open data crossing multi energy consumption balance sheets Gas and electricity DSOs: creation of a dedicated structure French “Digital Services Agency” by electricity and natural gas DSOs, gathered in one association. Accompany energy transition stakeholders in energy data understanding Facilitate and increase the fluidity of markets Boost innovation and create growth with energy transition / DSO’s SINGLE WINDOW A single sign-on portal for market stakeholders. / MARKET TOOLS Sharing of expertise and of calculation capacity of DSOs. / OPEN DATA A common open data platform for energy data. / GIVING ACCESS TO THID-PARTIES Increasing the fluidity of the access to consumption and production data to authorized third-parties. / ENERGY BALANCE Making energy consumption and production assessments from aggregated data provided by system operators. 6 Recommendations for a long term strategy
Ensure consistency, quality, and interoperability of data Quality of data is key, it should be part of DSOs and TSOs missions Cooperation between different entities fundamental Clarify roles for an efficient and multi-energy governance in the long run The boundary between regulated and competitive activities has to be clarified Open data is a way of stimulating competition between energy suppliers Strengthen confidence to facilitate innovation Confidence is necessary at all levels, starting from consumers  the quality of users’ consent is a key of success Create a level playing field allowing different kind of actors to innovate
