2. Curitiba Collaborates: situational context
Public administration faces the challenges as to provide ICT solutions, budget constraints and develop a new relationship model with the external actors.
In 2014, the Curitiba municipality established the open data policy to provide access to information in open databases. This initiative had two objectives: provide data transparency of public administration, and offer data sources for application developers.
The municipality of Curitiba understood the ICT as a strategic asset to face the challenges.
The municipality of Curitiba has a view that citizen participation and the involvement of the community is crucial in the development of solutions.

3. Curitiba Collaborates: the project
Curitiba Collaborates is a set of articulated actions under the leadership of the Curitiba Secretariat of Information Technology.
The objective of the project is to promote in the city an environment of innovation and creative economy based on the development of technological solutions.
The project was started with the open data policy of the municipality and the availability of databases.

4. Curitiba Collaborates: main actors and their roles
Local government: played the role of inducing a collaborative environment and the city administration created an environment that enabled external actors to take initiatives to develop applications and solutions based on open data.
Social movement: Code for Curitiba, a group of "civic hackers", self-defined as "a community focused on technology, promoting the civic innovation ecosystem, to improve the quality of life throughout Brazil". It's a group of volunteers that access public databases to develop apps for citizens' use.
Citizens: they engage in the actions voluntarily, but the participations still restricted to the community of technology developers, entrepreneurs, researchers and students.
Universities: cooperation agreements were signed with local universities for the use of open data in academic research. This opened an opportunity to develop research projects in cooperation with abroad institutions.

5. Curitiba Collaborates: collaboration and interaction
The intention is articulate any actors to develop a innovative ecosystem in the city, promoting a significant change in the relationship of the government with citizens and community, creating a new channel of effective participation and engagement in solving public problems.
The actions stimulated an environment of innovation and collaboration in the city leaded by entities outside the city administration, but in a close relationship and dialogue with it.
The public administration acts with a support strategy: rising open to innovation, availability the databases and a space for the civic hackers meetings.
Many interactions start due close personal relationship among the actors.

6. Curitiba Collaborates: outcomes
Tangible
3 Hackathons was promoted evolving more than 400 competitors;
A plenty of academic researches was developed using the open data (masters’ and doctoral thesis, articles, projects, workshops, others);
26 open databases available by the Municipality.
Intangible
Generation of knowledge, individual and organizational learning;
The public administration understood that just availability the databases is not enough, is necessary interact with the external actors to know what databases they have interest and stimulate the use.
Contributions to sustainable urban development
There is not a clear contribution to sustainable urban development. The main outcome is the improvement of a collaborative ecosystem in the city with the participation of various actors.
