2. Function & actors
Requirement: Transfer of knowledge to usable interface vs training to use
Training is required by:
operations centres for system operators
application developers who are developing programs
users to allow them to access the services.
NGI trainers and educators to pass on to their local user, operator, developer communities

3. Outputs teaching presentations
teaching notes (supplementary information required in addition to presentations)
multimedia (audio/visual) teaching resources
online learning resources – for distance learning
learning materials in online repositories to support trainers/educators in developing their courses
tutorial software and notes
t-Infrastructure resources to provide specialised environments for learners and teachers.

4. subfunctions Provision of teaching materials repository
Provision of t-Infrastructure coordination
Provision of event and co-scheduling information resources
Coordination function

5. Staffing NGIs will undoubtedly create their own training activities.
Sharing activities should be coordinated through negotiation between NGIs involved in such activities.
Estimates of staff should probably be separated into:
National/regional
2 FTEs engaged in material creation, live training events and provision of web based materials;
1 FTE to maintain local repositories and online teaching environments;
1 FTE supporting the coordination and interoperation of regional t-Infrastructure resources.
Central
1FTE to provide management and coordination
1FTE for technical information gathering and material creation
1FTE to support central services such as material repository and online resources
1FTE to support t-Infrastructure interoperation. The resources do not necessarily have to be co-located or located with any other central provision.
