2 Telemetry Augmentation in the WRC Process
Based on WRC 2005/6 preliminary agenda item 2.12 to consider spectrum requirements for wideband aeronautical telemetry in the band between 3-30 GHz This agenda item is being addressed by ITU-R Working Party 8B POC is Mr. George Wardle, Australian DoD U.S. had an informal meeting with Mr. Wardle in August M. Ryan, representing ICTS D. Portigal, MITRE C. Glass, U.S. WP 8B

Mr. Wardle made a number of points : He emphasized the need to gather support for this proposed agenda item to ensure that it is actually placed on the agenda He noted that any attempt to obtain any exclusive allocation for wideband aeronautical telemetry would raise opposition from some administrations He advocated the proper procedure would be to identify existing allocations that could also support wideband aeronautical telemetry His suggested criteria are allocation to Mobile Service with no prohibition against Aeronautical Mobile use

Mr. Wardle has drafted an Administrative Circular Letter and questionnaire to support this process These items are being considered by ITU-R WP 8B this month - finalized versions will be circulated to national administrations In order to ensure that this issue is not lost, we need to make sure that all interested parties obtain and respond to this package We also need to ensure that this response is received by and actively processed in WP 8B Prospective users need to participate through their national administrations If possible, participate in WP 8B

Circular Letter states that this agenda item does not negate the need for spectrum below 3 GHz Intended to support new/different telemetry capabilities with large data transfer needs For those who plan to operate above 3 GHz, questionnaire seeks information on: Kinds of programs that need this and their spectrum requirements What appropriate national allocations exist Where wideband telemetry would be employed Technical & operational characteristics of proposed systems Sharing arrangements with incumbent users

9 MITRE Preliminary Assessment on Telemetry Spectrum Harmonization
Assessment based on information that is available over the Internet Searched over 4-10 GHz and around 15 GHz Organized around U.S allocations and the allocations found in ERO Recommendation 25 Recommended common European allocation starting 2008 No obligation for member administrations to adopt recommendation Also include current allocations for a number of European and other countries Primary Mobile, Aeronautical Mobile allowed
