2 Batteries as Integral Part of Equipment
Equipment Containing Integral Batteries – Equipment containing a battery or single cell battery that is not intended to be removed or replaced during the product’s useable life.

3 T5 – External Short + Charge Circuitry Charge DC Jack DC Jack
(Short here) - Most equipment with integral batteries contains charging circuitry that cuts off current when battery is charged to prevent overcharge. Shorting the exposed terminal (DC Jack) does not short the battery because the positive path is open when the charger is not inserted. All testing to be conducted by contacting exterior points of unit (connectors, sockets,) with no disassembly of unit under test. Battery

4 Power Banks with Integral Cells or Batteries

5 Power Bank With Removable Battery

6 Changes to Test Requirements
T1 - Altitude Test conducted with battery in equipment T2 – Thermal T3 - Vibration T4 - Shock T5 – External Short Circuit Test conducted with battery in equipment. Most equipment designs will not allow a short of the battery from the exterior of the equipment. Testing to be conducted by contacting exterior points of unit (connectors, sockets,) with no disassembly of unit under test T7 - Overcharge Test conducted with battery in equipment if applicable. (Most equipment comes with overcharge protection and recent amendments to T.7 account for these designs.)

7 Proposed Changes to Scope of UN 38.3 Tests
Scope All cell types shall be subjected to tests T.l to T.6 and T.8. All non-rechargeable battery types, including those composed of previously tested cells, shall be subjected to tests T.1 to T.5. All rechargeable battery types, including those composed of previously tested cells, shall be subjected to tests T.l to T.5 and T.7. In addition, rechargeable single cell batteries with overcharge protection shall be subjected to test T.7. A component cell that is not transported separately from the battery it is part of needs only to be tested according to tests T.6 and T.8. A component cell that is transported separately from the battery shall be tested as a cell. A cell or battery that is an integral part of the equipment it is intended to power that is transported only when installed in the equipment, shall be tested in accordance with the applicable tests when installed in the equipment.
