3. What is TANF?

TANF is a federal block grant created by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

4. What is CalWORKs?
California Department of Social Services administers the TANF program through county services, known as CalWORKs.
The program has a cumulative 60 month time limit on receipt of cash aid and requires recipients to meet strict work-participation requirements.
After five years in the program, the state provides a safety net of aid to children only.

5. What is Welfare-to-Work time?
Single adult recipients of aid, unless exempted, are required to participate in 32 hours per week of welfare-to-work activities in order to maintain their portion of the family’s grant.
Welfare-to-work activities include a variety of educational, employment, and training services. For the majority of our students it includes -
12 hours per week of education
20 hours per week of employment

6. What does ARC’s CalWORKs Support Services do?
We provide services that support students who are currently receiving cash aid from the county.
Our counselors assist students with educational planning towards completion of a county approved certificate, degree or transfer.
We assist with enrollment, retention, and college success.
Help students meet county requirements, and to meet their welfare-to-work employment requirements.

7. Job-Placement All students must:
We match students with employers, primarily in their major so they can develop skills and knowledge for their future employment.
Students are encouraged to attend workshops to continue job enrichment.
All students must:
Remain enrolled in at least six units during the Spring and Fall semesters. (Enrollment is not required during the summer semester)
Maintain at least a 2.0 GPA
Remain eligible for subsidized employment.
May work up to a max. of 26 hours during the Fall and Spring semesters, and 40 hours during breaks.

8. What is subsidized employment?
Students salaries are subsided 75% through CalWORKs Work-Study, and the remaining 25% is paid through Federal Work-Study or the employer.

9. Where is subsidized employment?
We currently have
45 students employed on campus.
39 students employed off campus in 11 different companies
At last count 16 permanent ARC employees have come through the CalWORKs Program with countless classified temps and even one Adjunct Faculty member

22. What benefits do students receive from the county?
The county funds the students
Childcare: Sacramento County students use Child Action, Inc. or the on campus CDC.
Transportation: Is not generally allotted at ARC, due to the UTP card that students receive with tuition, unless there are special circumstances .
Work and training-related expenses: Books, supplies, and other required materials for classes are covered.

23. How does subsidized employment benefit the student?
They are able to receive valuable training and skills.
Employment gives students the ability and self-reliance to sustain their home while they receive an education.
Job placement can lead to a permanent position with the employer and a career in the student’s field of interest.

24. How does subsidized employment benefit the employer?
Employers are able to train students to become future employees.
Employers are flexible around busy class schedules and understand the subsidy is offered to offset any additional training they will need to give the students.
Employers find employees that are eager to learn and truly interested in the career field.
Employers can pay a better wage to part-time employees which leads to longer retention.
Employers work with CalWORKs Support Services to improve our students work habits and in many cases the fallout is an improved business.

25. TANF/CDC Child Development Careers Program
Benefits
Students receive education, training, and certification in the field of Early Childhood Care and Education.
Emergency funds available for books, supplies, as well as transportation.
Career counseling and faculty advising is available.
Monthly meetings provide career speakers, parenting information and networking opportunities
