2 Mission Regulate, certify and accredit the processes of vocational training, with an inclusive approach at all occupational levels, guaranteeing and contributing to the productivity and competitiveness of the active labor force for the social and economic labor insertion of the beneficiaries, interlocked with the public and private sectors. (Created trough the Law 1652/2000)

5 COUNTRY CONTEXT: YOUTH
Relevance of the Youth Population in the Total Population and the Labor Market The 55% (3,827,488) of the Paraguayan population are less than 30 years old and the proportion of men and women is practically similar (49% men, 51% women). If we are talking about working- age population, considering a range of 15 to 29 years, this population represents 28% (1,919,282) of the total population. 6 COUNTRY CONTEXT: YOUTH
Youth Population and Education Of the young population of 15 to 29 years, according to data of the EPH 2015, 58% do not attend an educational institution; what becomes more critical in the rural area where the absence is 67%. As to the reason for non-attendance, young people aged 15 to 29 declare that they stop studying for economic reasons, where the 63% declared the need to work or the lack of resources at home. According to the data, the large proportion of young people in the country and the lack of attendance at a formal educational institution for economic reasons, makes the young people in Paraguay subject to specific policies.

7 Quality profesional training
The Ministry of Labor, Employment and Social Security, through their institutions, the SINAFOCAL and the SNPP promotes quality vocational training as an active employment policy, boosting employability and successfully implementing strategies for: EMPLOYABILITY: Innovation in Teaching Methodology, aimed to update the instruction methodologies used un the country in the trainings centers, both in the Professional Promotion National Service and the Vocational Training Institutes of the private sector Joint construction with the Ministry of Education and Sciences of a Professional Qualifications Catalog that will allow the ordering of the existing training offer in both ministries. Strengthening of the Labor Observatory by developing initiatives with the objective of relieving the demand for companies professional training need.

The Ministry of Labor, Employment and Social Security, through their institutions, the SINAFOCAL and the SNPP promotes quality vocational training as an active employment policy, boosting employability and successfully implementing strategies for: Development of a Paraguayan Model of Dual Learning through the technical assistance of the BIBB Professional Training Institute of Germany Strategic public - private partnerships for the development of training programs aimed to specific populations such as people with disabilities, indigenous populations, women, returnees and others Establishment of a Certification of Labor Competencies System, through the technical assistance of Chile Valora (Labor Competences Commission of Chile) organism widely recognized at international level

The Ministry of Labor, Employment and Social Security, through their institutions, the SINAFOCAL and the SNPP promotes quality vocational training as an active employment policy, boosting employability and successfully implementing strategies for: GENERATION OF SELF-EMPLOYMENT: Strategic alliances with organizations for youth entrepreneurships development in rural areas, promoting the "Right to education and decent work for young people in the rural zones of Paraguay". (PLAN PARAGUAY) Strategic alliances with international organizations such as the Organization of Ibero-American States (OEI) for the generation of micro enterprises in rural areas aimed to young entrepreneurs.
