Dr Janice Bailie Assistant Director HSC R&D Division, Public Health Agency

2 HSC R&D Division: What do we do?
Co-ordinate regional R&D strategy for the HSC Administer the HSC R&D Fund In a total of approximately £15 m will be administered by HSC R&D Division This funds research in health and social care across the HSC Lead on the regional research governance agenda Encourage participation in research across HSC Support researchers to seek & secure research funding HSC R&D Division supports quality research that aims to have a positive impact on the delivery of health and social care

3 Research for Better Health & Social Care
Third HSC R&D Strategy Developed in consultation with key stakeholders across HSC, public sector, academic institutions, voluntary & charitable organisations and industry Strategy Workshop October 2013 Consultation from 29 September 2014 – 2 January 2015 Implementation Plan responsibility of HSC R&D Division Strategy & Implementation Plan launched February 2016 Implementation workshop held on 16 May and attended by 74 delegates

4 Aim The health, wellbeing and prosperity of the Northern Ireland population will benefit from excellent, world-renowned R&D in health and social care which is led from Northern Ireland

5 Current Context and Challenges
Ageing population – workforce issues Economic constraints Skills gaps – eg Health Economics, Bioinformatics, Data Scientists Political environment – Brexit Transforming Your Care Bengoa Report All can be opportunities for research in health and social care services and management

6 raise awareness of the value of research
support HSC staff to undertake research foster a research-active HSC workforce 1 Support research, researchers and the use of evidence from research to improve the quality of both health and social care and for better policy making engage with social work, social care & public health provide funding for HSC relevant research

7 Building Capacity Doctoral Fellowships* Post-Doctoral Fellowships*
(HSC R&D) Post-Doctoral Fellowships* (<3yrs) Career Development Fellowship* (<7yrs) Senior Research Fellowship* (Indep. Researcher) Clinician Scientist Award* (Medicine & Dentistry) GParts (HSC R&D) *National Institute of Health Research Trainees Coordinating Centre (NIHR TCC)

8 increase HSC R&D Fund continue investment in the NIHR funding streams seek co-funding from other Gov. Depts. 2 Compete successfully for R&D funding, and optimise local funding, to deliver returns on investment for health and wellbeing, academia and commerce facilitate HSC researchers to access EU funding adopt a partnership approach develop effective relationships with industry

10 Funding Projects NIHR Funding Enabling Awards Aim
increase rate & number of successful applications from NI-based lead researchers to NETS research programmes Open to experienced NI-based investigators working in research relevant to health or social care Will support the completion of preparatory and/or developmental work that will improve the outcomes of a subsequent grant application to a NETS-funded research programme Will not support literature or systematic reviews, purchase of equipment or stand-alone studies Maximum value of an award £40,000 Process 2 Panels per year Funding Projects NIHR Funding Enabling Awards

11 Funding Projects Opportunity-led research Partnership funding
(eg MRC, EU, InvestNI, inter-agency) HSC R&D not the major funder Added value for money for HSC R&D investment Funding Projects Opportunity Led

12 NI Public Health Research Network
Launched in 2012 by HSC R&D Division and the CoE for Public Health in NI Aims to bring individuals from multiple sectors together to establish Research Development Groups Focus on developing a specific research protocol in response to a funding opportunity or an idea generated by members Physical activity in older adults RDG Arts in Health Group Breastfeeding Strategy Implementation Research Group Add your details to the research register to become involved in forum

13 Horizon To-REACH Transfer of Organisational innovations for Resilient, Effective, equitable, Accessible, sustainable and Comprehensive Health Services and Systems. Co-ordination and Support Action 29 partner organisations – research funders 21 countries (including EU member states, USA, Canada, Switzerland) NI, Wales & Ireland partners Local work to identify priorities and innovations in health services International meetings to foster relationships and knowledge exchange Ongoing collaborations to secure funding for future work

14 ensure service users and the public are involved
commission relevant research 4 Increase the emphasis on research relevant to the priorities of the local population maximise use of health & other routinely collected data report outputs and impacts of funded research

15 Funding Projects Suicide Dementia Care Personal and Public Involvement
Needs Led Commissioned Research Identified priorities or policy driven Suicide Dementia Care Personal and Public Involvement Implementation of Smoking Prevention Implementation of Telemonitoring NI Bamford Implementation

16 Key Priorities Creating the infrastructure for ‘big data’ research
maximising the opportunities for research using and linking routinely-collected data from health and other administrative sources and research projects support in this area includes: the Northern Ireland Longitudinal Study support for roles within BSO safe haven data preparation for data warehouse Administrative Data Research Centre (partnership)

17 HSC R&D Division PPI Group: Public Involvement Enhancing Research (PIER)
PIER representation on All funding panels Trust Research Governance Committees NICRN Clinical Management Groups Research steering groups Regional PPI Strategy PPI prerequisite in all funding schemes Priority setting exercises Building Research Partnerships training:  Involving the Public in the design and conduct of research (next course 16 June 2016)

18 disseminate research findings
drive adoption of evidence-informed practice & policy 5 Disseminate research findings in such a way as to promote understanding and knowledge, support and best practice, stimulate further research and celebrate achievement communicate relevant messages about funded research

19 Knowledge Mobilisation
Dissemination & Knowledge Mobilisation Cochrane Courses (3 day courses) Conferences & Workshops Cochrane Fellowships (2 days/wk for 2 yrs)
