1 General Design and Construction Requirements of RPH

2 Slaughterhouse Slaughterhouse (RPH) is a building or complex with certain design and requirements used as a place for animal slaughter for public consumption. Ante-mortem inspection is health inspection for animals before being slaughtered done by authorized inspectors. Post-mortem inspection is health inspection of offal and carcass after slaughter carried out by authorized inspectors. 平成30年4月16日

3 Slaughterhouse Zoonosis is infectious disease which is naturally transmissible from animals to human and vice versa. Veterinary Public Health (Kesmavet) is all things related to animals and animal products which directly or indirectly influence human health. 平成30年4月16日

4 Functions of Slaughterhouse
As a service unit for public in providing safe, healthy, whole, and halal meat As an place to carry out correct slaughter, which is in accordance with veterinary public health, animal welfare, and religious rules As a place to carry out animal inspection before slaughter (ante-mortem inspection) as well as carcass and offal inspection (post-mortem inspection) to prevent the transmission of zoonotic diseases to human; 平成30年4月16日

5 Functions of Slaughterhouse
As a place to monitor and have surveillance of animal diseases and zoonosis found during ante-mortem and post-mortem inspections in order to prevent, control, and eradicate infectious animal diseases and zoonosis in the animals’ origin. 平成30年4月16日

Location; Supporting infrastructure; Basic construction and design of building; Equipment. 平成30年4月16日

7 Requirements of Location
Not located in areas which are flood-prone, contaminated/polluted with smoke, smell, dust, and other contaminants; Not causing any disruption or environmental pollution; Its location is lower than residential areas; Having sufficient clean water access for the activities of slaughter, cleaning, and disinfection; not located close to metal and chemical industries; having adequate space for the development of RPH; 平成30年4月16日

8 Requirements of Location
Being physically separated from the location of pig slaughterhouse or separated with wall of at least 3 (three) meter height in order to prevent the traffic of people, equipment, and products among slaughterhouses. 平成30年4月16日

9 Structural Requirements
Foundation: The site shall be elevated to at least 800mm above the adjacent ground. The fill material shall be compacted thoroughly by rolling or pounding. Structural footing design shall conform to the existing National Building Code. Columns: Columns or other structural members located in areas where product contact may occur shall be constructed from, or sheathed in, durable, non-porous, easily washable materials. 平成30年4月16日

10 Structural Requirements
Floors: Floor shall be non-slippery concrete finish, thus tiles are not recommended for the slaughtering area. Elevation of stunning should be 0.90m from the finished floor line (FFL), and dehiding, evisceration & dispatch area should be 0.80m from the finished ground line, respectively. The floor slope shall be at least three (3) degrees towards open canal with stainless grating. 平成30年4月16日

11 Structural Requirements
Floors: Coving between floors to wall shall be provided with diameter of 75 mm. Drainage canal shall not be located along the equipment line. 平成30年4月16日

12 Structural Requirements
Walls: Internal wall surfaces shall be durable and easy to clean, that is smooth-finish light color paint Wall partition between hog stunning area and cattle bleeding area shall be at least 2.00 meters high. All wall tops and ledges shall slope at 45 degrees. It shall be coved at wall-to-wall junctions with a minimum radius of 75mm. Use light color paint in the interior walls. 平成30年4月16日

13 Structural Requirements
Roof: The roof structure should be made of painted steel trusses. Roof shall have monitor equipped with steel louver and double-screened. Roofing materials should be made of galvanized steel and other forms of steel sheeting with corrosion resistant coatings. Clip edges of roofing onto concrete walls for climate resiliency. Roof vents, when provided, shall be properly screened. 平成30年4月16日

14 Structural Requirements
Ceilings No ceiling required in the slaughtering area. Offices, toilets and entrance of workers should have ceiling of at least 2.70m from the finish floor line. Roof eves shall be provided with ceiling for insect proofing. Ceiling shall be made up of plywood or other equivalent materials. 平成30年4月16日

15 Structural Requirements
Windows and Openings Windows at the stunning and bleeding area shall be double-screened and shall be at least 0.6 m high and 0.40m from the bottom of roof beam Steel casement windows for offices shall be 1.20m high x 1.60m width located at 0.90m above the finished floor line. For sliding windows, provide steel grills for security purposes. 平成30年4月16日

16 Structural Requirements
Windows and Openings Channel window in hogs slaughtering area to offal room measures 0.60m wide x 0.60m high located at 0.70m from the finished floor line and shall be provided with plastic curtains of overlap. Channel window in cattle slaughtering area should be 0.80m wide x 0.60m high from the finished floor line to allow the entry of paunch into the offal room and shall be provided with plastic curtains of overlap. 平成30年4月16日

17 Structural Requirements
Windows and Openings Channel window in cattle slaughtering area should be 0.60m wide x 0.60m high located along the lavatory of the offal room for red offal and shall be provided with plastic curtains of overlap. Offal rooms shall be provided with windows for ventilation purposes measuring 0.60m high located at 1.20m from the finish floor line Fixed clear tempered glass window in all offices such as Meat Inspector’s office and/or Administrative Office is required to view the slaughtering process. 平成30年4月16日

18 Structural Requirements
Doors and Jambs: Dispatch doorway shall be at least 1.5m wide equipped with roll-up door. Doors shall be constructed of rust-resistant material and fitted with screens. Dispatch doors, entrance doors, offal cleaning door shall have a plastic curtain with overlap. Yellow plastic curtains shall be used for doors and windows facing exterior while white plastic curtains shall be used indoor 平成30年4月16日

19 Structural Requirements
Doors and Jambs: Offices shall be provided with panel doors while comfort rooms and locker rooms shall be provided with PVC doors. Hinges shall be made of rust-resistant material Jambs shall be made of concrete. 平成30年4月16日

20 Structural Requirements
Drainage: Waste water drainage canal outside the slaughterhouse building to the waste water facility shall be covered with detachable concrete cover. Drainage canal inside the slaughterhouse working area shall be 0.20m wide x 0.20m high on the average with 2% slope towards the waste water treatment facility and should be coved. The catch basin shall be provided with detachable corrosion-resistant strainer and shall be accessible to daily cleaning. 平成30年4月16日

21 Structural Requirements
Drainage: The paunch contents shall be dispensed directly to collection containers outside the slaughterhouse building. Comfort rooms sewer line shall be separated from the slaughtering sewer line. 平成30年4月16日

22 Structural Requirements
Water Supply: All water lines inside the slaughterhouse shall be of galvanized pipe schedule 40. All water lines in the working area shall be installed overhead and equipped with pressurized hose with nozzle which is extended one foot above the finished floor line. There shall be elevated stainless/food grade material water tank with a capacity of 4000 liters. 平成30年4月16日

23 Structural Requirements
Water Supply: There shall be power wash at the holding pen for cleaning purposes of trucks and another power wash at the slaughtering area. The number of water nozzle in the slaughter floor shall have a minimum of nine (9) nozzles. 平成30年4月16日

24 Functional Requirements
Holding pen Holding pen shall be provided with chute/raceway and drovers walk directed to the stunning box/restrainer. Pens shall be made of masonry or metal construction (1.2m H for hogs and 1.5m H for large animals). There shall be provision for separate pen for suspect animals. There shall be provision for restraining chute for pregnancy diagnosis. 平成30年4月16日

25 Functional Requirements
Holding pen There shall be provision for shower in every pen and drinking nipple for cattle. Flooring shall maintain 2% slope towards drainage canal. The finished floor line shall be 0.80m above the finished ground line. Provide shower before entering the chute Unloading bays should be provided with ramp for humane handling of live animals. 平成30年4月16日

27 Functional Requirements
Inspection area: Inspection station area for carcass should be provided after evisceration for hogs and after quartering for large animal with an illumination of 540 lux (50 foot candle) in inspection points. Hand dip/tool dip, hand washing facilities and water outlets shall be provided in strategic location. Inspection table for offal with hanger shall be provided. Labeled condemned receptacle shall be provided for condemned meat/offal. 平成30年4月16日

28 Functional Requirements
By-products room: By-products room shall be provided for temporary storage of hides, feet, head and tail. Gut Room: For white offal, a separate area shall be provided for the emptying and cleaning. Illumination of 320 lux (30 foot candle) in all work rooms shall be provided. 平成30年4月16日

Meat Hanging Area Meat Hanging Area shall be Retained/Suspect Carcass Rail A Retain rail shall be provided for suspected carcasses. Dispatch area The dispatch area shall be adequate in space and shall allow orderly and efficient loading of meat. Electronic weighing scale shall be provided. 平成30年4月16日

30 Functional Requirements
Toilet and Shower Room: The construction shall be smooth, hard impervious materials such as glazed tile or smooth, troweled cement plaster, with properly drained floors. There shall be provision of shower facilities and lavatories Changing/Locker room: Changing/locker room shall be separated but accessible directly with Wash rooms. Individual lockers shall be provided for employees All lockers shall be made of metal or wood. 平成30年4月16日

31 Functional Requirements
Inspector office: The minimum office space requirement shall be 5sq.meter for one inspector and 1.4sq.meter for each additional inspector. There shall be provision for lockable cabinet and adjoining toilet. There shall be provision for fixed glass window for viewing. 平成30年4月16日

Administration office: The minimum office space requirement shall be 5sq. meter for one office personnel and 1.40 sq. meters for each additional personnel. There shall be provision for locker cabinet and adjoining toilet. There shall be provision for fixed glass window for viewing. 平成30年4月16日

33 Functional Requirements
Sanitation: Foot bath shall be provided before entering the working area. Foot bath shall be 4-6 inches depth with plug and drain. Hand-washing facilities (knee operated) shall be provided along the workers entrance to the slaughterhouse and offal cleaning rooms and shall be capable of supplying water and directly drained. Location shall be located where the personnel can readily wash their hands and beside the footbath. Liquid or other dispensable type of soap shall be provided 平成30年4月16日

34 Sanitation: Hand-dips utilizing an approved sanitizing agent with rinsing facilities shall be provided. Boots washing facility area shall be provided with faucets in both offal rooms and at the workers entrance Transport vehicles unloading cleaning area shall be provided beside the holding pen with faucets. Wheel bath shall be provided and constructed at the entrance gate measuring 6” H x 3m W x 3m L. Wheel sprayer is recommended in the absence of wheel bath. 平成30年4月16日

35 Functional Requirements

Spatial planning should be made in a way that animal slaughter process could run well and hygienically Separation of clean and dirty areas; Having special facility for post mortem inspection; Adequate lighting; Brightly colored internal walls of at least 3 meter height, made of materials which are water-resistant, not easily corrosive, not toxic, collision resistant, easily cleaned and disinfected, and not easily peeling; 平成30年4月16日

40 Requirements of Main Building of Slaughterhouse
Internal walls must be flat and there should not be any parts of it that can be used to put something; The floor is made of materials which are water-resistant, not easily corrosive, not slippery, not toxic, easily cleaned and disinfected, and slopes to the drain; The surface of the floor must be flat, not bumpy; there is not hole or crack; if it is composed of floortile, the grout between tiles should be made as close as possible, and the grout should be covered with water-resistant material; 平成30年4月16日

The perforation towards the drain should be equipped with filter; The meeting point of the wall and floor should be curve-shaped with the radius of approximately 75 mm; The meeting point of the wall and wall should be curve-shaped with the radius of approximately 25 mm; The slaughter and bleeding areas must be designed in a way that blood can be collected; 平成30年4月16日

The ceiling is designed in a way that waste accumulation and condensation do not occur inside the building; it has to have bright color, made of materials which are water resistant, not easily peeling, durable, and easily cleaned; there should not be any holes or open crack in the ceiling; Door and window ventilation should come with wire gauze to prevent any bugs from coming inside, or there should be other bug prevention method; 平成30年4月16日

The building construction should be made in a way that it can prevent rats or rodent, bugs, or birds from coming inside and living inside the building; The ventilation inside the building must be good; The door and window frames, as well as the doors and windows are not made from wood, made of materials which are not easily corrosive, water-resistant, collision resistant, easily cleaned and disinfected, and the lowest part should be able to prevent rats / rodents from coming inside; 平成30年4月16日

45 Requirements of Equipment of Slaughterhouse
All equipment at RPH must be made of materials which are not corrosive, not toxic, easily cleaned, disinfected, and taken care of. All equipment coming into direct contact with meat and offal must have food grade lubricant. 平成30年4月16日

Equipment to fix or restraint animals (Restraining box); Equipment to put the carcass after slaughter (Cradle); A device used to lift carcass (Hoist); Rail and a device used to hang carcass which are designed in a way that carcass does not touch floor and wall; Facilities and equipment for post-mortem inspection, Equipment for cleaning and disinfecting activities; Animal, carcass, and meat scales. 平成30年4月16日
