3 HB2111 Amends the Growth Management Act
“…should may not allow” incompatible development Installations include US Coast Guard Applies to areas defined jointly by jurisdictions/installations Requires adoption of comprehensive plan and development regulation amendments consistent with compatibility studies Notification goes to the commander, or designee HB2111 -Expressly prohibits development that is incompatible; replaces ambiguous language with more explicit requirement “ -Includes Coast Guard facilities (by changing installation description from those “operated by the United States department of defense” to “armed services” -Not only lands “adjacent” to an installation, but applies to lands where development may interfere with the military’s ability to carry out current or future mission requirements, as jointly-defined between installations and jurisdictions (“such as a joint land use study”) -Requires a city or county to adopt and implement comprehensive plan and development regulation amendments consistent with such plans or studies Project survey:

Goal: Strengthen Washington State’s capacity to support compatible civilian-military land use. Project Status Session 2017 Plan Scoping Spring/Summer 2017 Implementation Planning Deliverables: (Completed) Legislative Report 2016 (In-process) Implementation & Sustainability Plan 2017 Autumn/Winter 2017 Plan Completion Program status “Where we’ve been, where we are, and where we’re going” 2016: Legislative Report completed (recommendations under review for implementation). 2017: Implementation & Sustainability (I & S) Plan due December 2017. Spring: Conduct initial scoping for draft I&S Plan We are prioritizing report recommendations. Stakeholder input now will help us do this) Summer: Publish I&S Plan (DRAFT) and provide comment window through July Stakeholder input on the draft plan will help us develop the final plan. Note: We will apply for OEA implementation funding. Fall: Revise plan and publish final We will incorporate comments into a revision, and release the final plan by 12/31/17. : Pursue implementation of action items identified in the Plan.
