Facilities Plan Proposal for the OABCIG Elementary/Middle School Building and the OABCIG High School Building

2 WHY A BOND REFERENDUM In order to provide updated and improved facilities that will be fully accessible so that the district will be able to serve all of our students, families and communities for the next 40 to 50 years. The OABCIG Community School Districts created a Facilities Committee to evaluate the status of our facilities and determine the issues that needed to be addressed. The committee focused on this task for nearly two years.

3 WHAT WILL BE ACCOMPLISHED?
Create viable facilities that will support 21st Century Learning Environments. Enhance the educational impact for students in all grade levels. Enhance and create educational facilities that will attract families to our schools and our communities. Create learning spaces that will be fully accessible and meet the needs of all students at all levels of development. Create a performance auditorium that will provide an enhanced venue for concerts, musicals, plays, recitals and other community activities.

5 OABCIG Elementary/Middle School Building
Project 1: Accessibility Issues 4-stop elevator to access all levels, improved stairs, added platform lifts, ramps, railings and additional electrical service. (RED_ Estimated cost is $800,000. Project 2: Upgrade Classrooms Upgrade flooring, replace casework, countertops, enlarge upper level classroom space, new mechanical system in corridors, additional electrical service, repair deteriorated plumbing, repair roofs and masonry, upgrade middle school media center/tech lab. (TEAL) Estimated cost is $4,065,000. Project 3: Upgrade Athletics Renovate existing locker rooms, repair ceiling in large gymnasium and replace stage curtains. (PURPLE) Estimated cost is $1, Total Estimated Cost is $5,915,000.

Project 1: Accessibility Issues Ramp up to vocal music room and stage, 2-stop elevator to access locker rooms and miscellaneous remodeling. (RED) Estimated cost is $325,000. Project 2: Upgrade Classrooms Gut and remodel classroom wing with demountable partitions, enlarge classrooms where possible, update finishes in all classrooms (floors, ceilings, casework, countertops, paint, etc.), update mechanical systems and extend electrical service, repair roof drains piping, renovate windows, intercom, fire alarms and clock system. (TEAL) Estimated cost is $4,385,000.

Project 3: Update Commons Update finishes, update HVAC and add air-conditioning, add clerestory windows if possible and add sprinklers. (GREEN) Estimated cost is $675,000. Project 4: Update Gymnasium Replace wood floor, replace bleachers, update lighting and sound, update HVAC, add air-conditioning and sprinklers. (PURPLE) Estimated cost is $1,125,000. Estimated total of high school renovations: $6,510,000.

Project 5: Performance Auditorium (New Construction) Build a new performance auditorium that will seat a minimum of 500 people, includes audio visual equipment, theatrical stage lighting and sound and new electrical service. (MAROON) Estimated cost is $3,860.00

11 GENERAL OBLIGATION BOND:
Financing Estimates from Piper Jaffray The Ballot Question Is: Do the patrons of the OABCIG Community School District approve the issuance of $16,400,000 in General Obligation Long Term Debt Bonds with a maximum tax levy of $2.70 per each one thousand dollars of taxable property valuation to pay for the upgrades? $16,400,000 in General Obligation Bonds: Estimated Interest Rate: 3.2% Estimated Annual Payment: $1,150,000 annually in principal and interest payments for 20 years. Operational efficiencies due to reorganization would create a net property tax levy increase of $2.00/$1,000 of taxable property valuation.
