5 Why care about small enterprises

6 Why OiRA? 7 Why OiRA? Enterprises need help in identifying risks (ESENER findings)
There is sufficient evidence at EU/MS level to conclude that micro and small enterprises (MSEs) have some shortcomings/challenges to overcome when it comes to risk assessment (RA): “It is not necessary, because we do not have any major problems” “The necessary expertise is lacking” “A lack of technical support or guidance” “It is not necessary, because we do not have any major problems” This is the main reason given for not carrying out a risk assessment – especially in very small enterprises “The necessary expertise is lacking” This is the second most important reason for not carrying out a risk assessment – especially in very small enterprises Many establishments rely on external contractors to carry out their risk assessments In some countries nearly all establishments outsource risk assessment whereas in others nearly all do them in-house “A lack of technical support or guidance” Given as a ‘major difficulty’ in dealing with health and safety by a quarter of all establishments with employees

8 Challenge: reach MSEs and get them to act
The evidence gathered shows that in order to support MSEs in the implementation of initiatives to improve OSH, it is required: To support RA activities To target employment sectors To be appropriate: neither too complicated nor too expensive (guides, tools,…) To involve trade unions and trade associations To disseminate (practical solutions like tools) through personal contact To combine active interventions with practical documentation and tools The Agency’s OiRA tool and diffusion strategy meet these requirements Support RA activities: - The managers of these firms are not necessarily acquainted with the legislation and the obligation it entails (to assess the risks) Very often they do not have the time not the means, especially human resources, to perform RA Targeting employment sectors - The risk inherent to a sector can be clearly identified, the enterprises targeted are easier to reach via the trade federations in particular And people in the same sector “speak the same language”. So, action can be better targeted, more precise and more sector relevant Be appropriate: neither too complicated nor too expensive (offer support for free or at a minimal cost) - Making it practical and relevant. The tool should be suitable and meet enterprises´ expectations. It is important to test the tool among the end-users before launching it. - Keeping the cost down/offering tools for free. It is by proposing actions that are inexpensive, easily accessible and with very tangible content that OSH procedures (like risk assessment) can be initiated in MSEs. 9 Project Goals OiRA aims:
To contribute to the “development of simple tools to facilitate Risk Assessment” (Community Strategy ) like OiRA (EU Strategic Framework on Health and Safety at Work ). To develop and promote practical tools to help MSEs to put in place the RA process To help demystify the RA process among MSEs To build a critical mass of social partners (EU and national), governments, public institutions interested in developing and disseminating RA tools tailored to the specificities and needs of European MSEs

We also inserted this slide to highlight the difference between the tools generator (the software/CMS that is used for developing the different tools) and the tools. The Agency took the Dutch software and adapted and improved it -> the tools generator. The OiRA tools generator has already been translated into Greek, French, Slovak, Czech, Slovenian, German, Spanish, Swedish. The generator is now at the disposal of the EU-OSHA intermediaries (national public authorities, social partners, accident insurances, etc.). They are encouraged and supported for developing their own tools. Once the tools have been developed (like the hairdressers tool for Cyprus), they are published and small and micro sized enterprises are encouraged to use them for conducting their risk assessment. The Agency is only playing a supportive role in this, by providing promotional material, giving advice and encouraging exchange within the community. The first OiRA tool developed is Hairdressing - Cyprus. Further OiRA tools on development: INRS-France on the Road Transport sector is being tested on the field (available soon) Belgium: Generic tool Cyprus: car repair and working in offices.
