• The TEIN projects have grown since 2001 and became an integral part of the research and education communities in Asia-Pacific region. • The project is a 60-month project beginning 1 Sep. 2016, which is jointly funded by the European Commission, the development and aid funding, and 23 Asian partners. • The will provide and further develop a dedicated regional high capacity, high quality Internet connectivity using TEIN network, also leverage the e-infrastructure for public service projects. • TEIN network infrastructure • Activating NRENs • Tech-Culture fusion trends • Universalization of Cyber Performance • Needs of tech-culture exchange • Extending the CP technologies • Necessity for a long-term tech-culture fusion platform

5 Objectives ◈ To build a tech-culture fusion platform
• to build a long-term exchange platform for tech-culture fusion that connects applications, data, people and processes quickly from anyone to anywhere ◈ To create cooperative work • to increase the success of teams addressing how different people between disciplines facilitate collaborative activities ◈ To provide training program • to provide good technical training programs for those who are engineers, technicians and artists, and interested in not only cyber performance but also culture technology, such as A/V transmission system operation and audio-visual handling, image composition and projection mapping, multi-channel audio processing, human body sensing, computer-generated avatar, and so on ◈ To exchange practical experiences through cyber performance • to exchange practical experiences, such as haw to overcome network delay including latency, how to set camera angle for eye-contact between performers, how to manage the show regarding main-sub relationship between stages, etc ◈ To pioneer new application using TEIN network • to pioneer new application using TEIN network, such as educational exchange system like master class or remote audition, digital heritage system like virtual museum, broadcasting system like live sports broadcasting using TEIN network, and so forth The ultimate goal of this proposal is to build up a sustainable basis of discussion and collaboration with beneficiary and non-beneficiary countries involved in tech-culture fusion issues using the TEIN network.

7 Cyber Performance • A cyber performance is to transmit signals through networks to another place uni/bi-directionally as well as to shoot a performing art using AV system in real-time and to display images using interactive technologies. • There are three important components of CP. One of them is stable gigabit network infra-structure (engineers), another is research group who should understand performance technologies with AV equipment and transmission system (technicians), the other is contents by performing arts teams (artists). • The people in this area are trying to find the best solution to overcome obstacles, such as a main- sub relation between stages and between actors due to network delay including latency, eye contact with actors, limited camera angle, music synchronization between remote sites, communication with audiences and so on.

8 CP System • The base configuration for Cyber Performance consists of three parts: video, audio and network. Video equipment includes camcorder, beam projector and screen; audio equipment microphone, audio mixer and speaker. A communication can be opened between two places using laptop, software solution and internet. There are various different types of applications: DVTS(Digital Video Transport System), ConferenceXP, H.323, UltraGrid, LOLA(LOw LAtency audio visual streaming system) and so on. • UltraGrid which will be used in this project is a Software for low latency and high-quality video network transmissions developed by Czech R&E network in UltraGrid uses uncompressed or very low compression-ratio streams to achieve up to 8K resolution with as low as 100ms end-to- end latency. UltraGrid is supported on PCs with Linux operating system and Macs with MacOS X. UltraGrid is used, among others in areas like cyber performance, collaborative environments, medical cinematography, broadcasting application and various educational activities.

• When/Where: around November 2017, a place of the beneficiary countries • Venues: (tentatively) 3 end-points • Aims: - To discuss the issues on the direction of the tech-culture fusion platform - To discuss the milestones and action plans - To share experiences and know-hows with others • Key Challenges of the CP: - Uni/Bi-directional transmission of high quality video and audio - Interactive communication between end-points(performers) - Realistic sound effects - Utilization of virtual stage - Collaboration with engineers, technicians and artists - Practical exercise and exchange of technical and cultural experience

12 Activity 4 ⑦ Symposium on the tech-cultural exchange utilizing TEIN network • When/Where: May 2018, One of the beneficiary countries • Duration: 2 days • Aims: - To understand the TEIN network and TEIN NOC - To grasp the current situation of the tech-culture fusion trends - To find out new applications using the TEIN network

⑨ Conference on the establishment of a tech-culture platform • When/Where: August 2018, (TBD) • Slot: Sessions of the e-Culture WG sessions during the APAN46 • Aims: - To learn how to set up multi-points CP system - To find out the methods for introduction of IoT technologies - To learn how to run body sensors to create avatars - To share how to overcome network delay including latency - To exchange opinions on the operation of the tech-culture fusion platform

14 Activity 6 ⑩ 2nd Tech-Culture Fusion Workshop ⑪ Live Cyber Performance
• When: November 2018 • Venues: (tentatively) 5-points, Vietnam-Malaysia-India-Pakistan-Bangladesh • Aims: - To prepare next step of the tech-culture fusion platform - To promote the tech-culture fusion platform to variety fields - To share cases with others • Key Challenges of the CP: - Introduction of SNS technologies for the participation of global audiences - Realization of jam style music using internet delay as a new media - Musical synchronization of remote sites - Artistic visualization in real-time using various sensors - Realistic sound display with 5.1 surround sound system - Production of a killer contents like cyber performance

16 Benefits to TEIN beneficiaries
◈ Tech-Cultural exchange • Engineers, technicians and artists can exchange with each other not only technical issues in a viewpoint of tech-culture fusion but also their own culture, heritage, education, music, dance and so on. ◈ Sharing experience • Participants, not only researchers but also students and ordinary people have a good chance to express and share their knowledge and experience. This effect will continuously propagate to their colleagues, their institutes, and their countries. ◈ Consultation and skills transfer • Those who are interested in cyber performance can learn how to set up and run the system to join Cyber Performance. In general, engineers are interested in transmission quality for realistic communication between end-points, technicians in utilization of high technology and process optimization, and artists in introduction of internet as a new media. ◈ Inventive thinking • Participants can get creative and innovative ideas for a future-oriented fusion technology through the meetings with engineers, technicians and artists. ◈ Foundation of a regular meeting • The workshops and symposium is a start point of sustainable meeting with not only all beneficiary countries but also global partners.

• Regular workshops as a tech-culture fusion platform • Exchange of cultural performance among participating countries • Collaboration among TEIN beneficiary countries and NRENs through cyber performance workshops • Training to gain experience and skills to conduct cyber performance for future showcase of cultural performance and exchange of intangible cultural heritage • Deliverables - Guidance on the CP System - Monthly Report - Final Result Report - Video Clips and photos of each activity • Future plan - Expansion of the tech-culture fusion platform including other beneficiary countries - Global expansion, collaborating with beneficiary countries - Plan for the next periods
