Catalonia: 4 provinces and 7,5 millions inhabitants In 1984 Catalonia received the transfer of competences for the management of Prison Services. Catalonia is the only Autonomous Community within the Spanish State that gathers all the competences on the subject of juvenile justice, penitentiary administration and police. The Criminal Code and the Penitentiary Law they are the same in the whole State but there are two penitentiary administrations completely independent from each other. The Department of Justice has two General Directorates in charge of the enforcement of criminal sanctions and measures: The General Direction of Penitentiary Services The General Direction of Community Sanctions Enforcement and Juvenile Justice

3 The mission Enforcement of sentences and measures addressed to the whole population (adults as well as minors) with prison and/or probation measures Offering technical advice to the judiciary Victim-offender mediation programs Victim protection offices and victim assistance services.

Management Developing the system of enforcement of prisons sentences Coordinate programs and health promotion together with the Department of Health, and education and training with the Department of Education Support the reintegration processes of inmates (together with CIRE) Developing, directing and supervising rehabilitation programs for inmates and the operation of prisons. Directing its human and financial resources. (330 million €)

5 Directorate General for Prisons The rehabilitation
Coordinating the treatment programs that contribute to the reintegration of the inmates. Coordinating the programs of promotion of health with the Ministry of Health, and coordinating the formal training with the Ministry of Education. Supervising the processes of classification and destination of the inmates within the prisons. Planning and supervising open prison and parole programs.
